(QBĐT) - On the morning of April 17, the Party Central Committee Secretariat held an online conference to disseminate Conclusion No. 132-KL/TW of the Politburo on continuing to implement Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat (Conclusion No. 132). Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat attended and directed the conference.
Attending at the Provincial People's Committee bridge were comrades: Le Ngoc Quang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Tran Hai Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; representatives of leaders of departments, branches, sectors and localities.
Speaking at the opening of the conference, General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security affirmed the outstanding achievements after 5 years of implementing Directive No. 36 on strengthening and improving the effectiveness of drug prevention, control and combat (PC and KSMT). However, compared to the set goals, there are still gaps and shortcomings that need to be resolved. The drug crime situation poses new, higher, more urgent and urgent requirements. Through the fight, it has been shown that a number of solutions need to be focused on, including: Sustainable reduction of drug demand; building drug-free communes, wards and towns, moving towards building a drug-free province. In building pilot models, the drug-free criterion is the first priority.
The national target program on drug prevention and control by 2030 sets the goal of building 50% of communes, wards and towns free of drugs. He noted that leaders of provinces and cities should focus on striving to build 20% of communes and wards free of drugs by 2025. In addition, attention should be paid to investing in socio-economic development in key drug-affected areas, creating sustainable jobs, improving people's lives, especially in border areas, combined with the movement of the whole people to protect national security... to improve the effectiveness of drug prevention and control work.
The conference listened to Comrade Le Thanh Long, Member of the Party Central Committee, Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, thoroughly explain the basic content of Conclusion No. 132. It emphasized the responsibility of cadres and party members, especially leaders, and pointed out that drug prevention and control is the responsibility of the entire political system and society, not "left entirely" to the police force. The conclusion also clearly stated tasks and solutions, such as: Reducing the demand for drugs; focusing on prevention; strengthening propaganda; implementing drug prevention and control in conjunction with the movement to build new rural areas and civilized urban areas...
After 5 years of implementing Directive No. 36, most localities nationwide have achieved increased results in combating and arresting drug-related crimes compared to the period before the implementation of the Directive; in which, many localities have achieved high results in detecting, combating, and arresting drug-related crimes and have increased sharply in the number of drug-related cases and criminals. The prosecution and trial of drug-related crimes have been resolved and tried promptly and strictly by the prosecution agencies, receiving public approval. The penalties applied are in accordance with the law, commensurate with the nature and severity of the crime. Related work has been effectively implemented, meeting the requirements of drug prevention and control in the new situation.
The conference listened to presentations sharing the results achieved, difficulties, challenges and proposed many solutions to improve the effectiveness of PC and KSMT work in the coming time.
In his concluding remarks at the conference, on behalf of the Politburo and the Secretariat, comrade Tran Cam Tu acknowledged, highly appreciated and commended the important results achieved over the past 5 years of implementing Directive No. 36. Affirming that PC and KSMT is a key, urgent, regular and long-term task, a task of the entire political system, he raised 6 key contents to continue to effectively implement Directive No. 36 and Conclusion No. 132. In particular, focusing on preventing supply and reducing demand; promoting propaganda work, building families, residential groups, communes, wards and towns free of drugs; effectively implementing the management of addicts and drug rehabilitation; promoting the leading and core role of the police force, effectively fighting against drug crimes; paying attention to building a mechanism to attract highly qualified human resources to work in the specialized force for PC and KSMT; promoting international cooperation...
He requested that Party committees, authorities, the Fatherland Front, and organizations study, organize, disseminate, and implement Conclusion No. 132 to Party cells, Party members, and people, contributing to the completion of PC and KSMT goals by 2030.
