Resolutely direct the elimination of temporary and dilapidated houses.

Mr. Nguyen The Cuu in Zone 2, Xuan Huy Commune, Lam Thao District received housing support for people with revolutionary contributions.

Since the beginning of the year, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses has been established, mobilizing the synchronous participation of departments, branches, sectors, organizations and local authorities. The province has issued a specific plan, clearly defining responsibilities, assigning targets to each locality and dividing it into clear progress milestones. The whole province currently has 3,372 households in need of support to eliminate temporary and dilapidated houses, including 2,016 newly built houses and 1,356 repaired houses. Of these, 1,265 households have contributed to the revolution; 112 households are beneficiaries of the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas; 1,995 poor and near-poor households are part of the Program to Eliminate Temporary and Dilapidated Houses. As of May 9, 2025, localities in the province have started construction and repaired 2,175 houses for poor and near-poor households, people with revolutionary contributions and ethnic minorities, within the framework of the program to eliminate temporary and dilapidated houses with a total mobilized budget of more than 200 billion VND, including resources from the state budget, the Fund for the Poor, the Fund for the Whole Country to Eliminate Temporary and Dilapidated Houses and contributions from organizations, businesses and individuals inside and outside the province. The newly built houses all ensure the "3 hard" criteria: hard foundation, hard frame-wall and hard roof.

For many years, the family of Mr. Pham Tien Thanh in Tan hamlet, Tinh Nhue commune, Thanh Son district has always been on the list of poor households. Mr. Thanh suffers from schizophrenia and has to take medication regularly, while his children are still young and of school age. Every rainy season, the whole family lives in fear in a severely dilapidated house that could collapse at any time. The dream of a solid house has always been cherished in him, but with the current circumstances of the family, he is "powerless". With the support of 60 million VND from the Temporary and Dilapidated House Elimination Program, along with the help of his family, Mr. Thanh has built a 3-room house with a closed upper and a solid lower room with a total cost of 90 million VND. Mr. Thanh excitedly shared: "I never dared to think that my whole family would live in a house like this. Thank you to the government, the Fatherland Front and the neighbors for caring for and helping my family!".

Although many positive results have been achieved in the program to eliminate temporary and dilapidated houses, the implementation process in the province still faces many difficulties and obstacles. The number of houses that need to be repaired and newly built is still large. One of the major challenges is that many households do not have legal residential land or have not been granted land use right certificates, making it difficult to review and support construction. In addition, many poor households, the elderly, single-parent households... are not able to cover the remaining costs. Although the Central Government has paid attention to and helped, the funding source is still lacking; the support source for people with revolutionary contributions according to Decision 21/2024/QD-TTg has not been provided by the Central Government to the province. There are no specific instructions on the management, use, and settlement of funding sources to support the elimination of temporary and dilapidated houses... This makes it impossible to start construction on schedule in many cases...

Comrade Luong Ngoc Thach - Standing Vice Chairman of the Provincial Fatherland Front Committee said: "The program to eliminate temporary and dilapidated houses is a key task for social security in 2025. The province is actively mobilizing all resources, from the state budget to the community's cooperation. At the same time, we will strengthen the direction of localities to speed up progress, flexibly mobilize resources and remove obstacles, to ensure that the program is completed on schedule, and no households have to live in temporary or dilapidated houses."
