The National Assembly will spend the whole day in plenary session in the hall, discussing the draft Land Law (amended).
The session was broadcast live on Vietnam National Assembly Television.
Regarding the draft Law on Land (amended), on the morning of June 9, at the National Assembly, Minister of Natural Resources and Environment Dang Quoc Khanh, authorized by the Prime Minister, presented a report explaining, receiving and revising the draft Law; results of public consultation on this draft law.
Accordingly, the organization of public opinion collection has been implemented seriously, synchronously, democratically, scientifically, publicly, transparently, ensuring substance and effectiveness with many diverse and rich forms. There have been over 12 million comments on the draft Land Law (amended).
The contents that people are interested in contributing their opinions focus on: Compensation, support, resettlement with over 1.23 million opinions; land allocation, land lease, land use purpose change with over 1 million opinions; land finance, land price with over 1.03 million opinions; land use planning and plans with over 1 million opinions.
The Government will receive and explain people's opinions to complete the draft Law right during the consultation process.
The completed draft Land Law consists of 16 chapters and 247 articles, of which 3 sections are increased, 24 new articles are added, and 13 articles are removed compared to the draft Law for public consultation.
Regarding land reclamation and requisition, this is the content that has received many opinions from the people. Incorporating the comments, the draft Law has amended the entire content of Article 75 in the direction that the State reclaims land to implement socio-economic development projects for the national and public interests in order to promote land resources, improve land use efficiency, develop modern socio-economic infrastructure, implement social security policies, protect the environment and preserve cultural heritage. Specifically stipulate cases of land reclamation for types of public works in each field.
Regarding compensation, support and resettlement when the State recovers land, the drafting agency has researched, absorbed specific regulations, and legalized a number of regulations in the decrees guiding the implementation of the current Land Law that have been proven in practice to be appropriate, ensuring the legitimate rights and interests of people whose land is recovered, creating consensus, reducing complaints; and at the same time creating favorable conditions for localities in organizing implementation.
The Draft Law also clarifies the principles of land valuation, market land prices, land valuation bases, input information for determining land prices, and land valuation methods. It also adds provisions on land valuation consultancy.
At the same time, the Draft Law has reviewed and supplemented the land use term of Vietnamese people residing abroad who are allowed to own houses in Vietnam according to the provisions of the law on housing, for land used for mineral activities.
Regulations on land use term for projects with an operating term of over 50 years according to the provisions of the Investment Law; the term for leasing public land is 10 years...
Immediately afterwards, also on the morning of June 9, National Assembly delegates also discussed in groups the draft Land Law (amended).

Accordingly, there have been more than 12 million comments, the contents that people are most interested in and contribute the most are about compensation, support, resettlement; land allocation, land lease, land use purpose change; land finance, land price; planning, land use plan.
The reception of public opinions is carried out right during the consultation process. The Ministry of Natural Resources and Environment has proactively coordinated with relevant agencies of the National Assembly and the Government to study, receive and explain.
