Mr. Nguyen Phuc Nhan, Director of the Department of Construction of Quang Ngai province, informed that the North-South high-speed railway project, the section passing through Quang Ngai province, is 86.3 km long, passing through 16 communes and 3 wards of the province. The starting point of the project is at Km800+100 (Binh Minh commune), the end point is at Km886+400 (Khanh Cuong commune).

According to the project's pre-feasibility report, the project's route runs parallel to the existing railway, National Highway 1A (to the West and without intersection); at the same time, parallel to the North-South expressway (with intersections with the expressway at 4 locations). The route has 44 bridges and 4 tunnels.
The total investment for the site clearance project through the province is about 11,379 billion VND, of which resettlement costs are about 1,295 billion VND, with 3,213 plots of land.
The Department of Construction of Quang Ngai province has coordinated with the People's Committees of communes and wards where the project passes and related units to conduct a preliminary review of land area, number of plots/households, constructions, relic sites, graves, etc. affected by the project; at the same time, determine the resettlement location and reburial area.

The project passes through 3 newly invested resettlement areas under the North-South Expressway project, Hiep Pho Nam Tunnels Relic Site (Nghia Hanh Commune) and administrative headquarters. Therefore, the Department of Construction proposed to locally adjust the route to minimize the impact on the lives of people in newly built resettlement areas, minimize multiple resettlements and limit crossing densely populated areas, historical relics and local administrative headquarters.
In addition, the project's station location overlaps with Quang Phu Industrial Park, making it inconvenient for organizing traffic connections and affecting the production and business of factories in the industrial park.
The Department of Construction proposed to adjust the station location to the border area between Nghia Lo ward and Nghia Giang commune (near the intersection of Truong Chinh and Le Duan streets according to the planning) to comply with the approved planning, facilitate the organization of road traffic connection and maximize the exploitation of land funds according to the urban development model oriented towards public transport development (TOD) in the area near the station.
Localities also proposed investing in the construction of 22 new resettlement areas (about 172.8 hectares) and planned to use 2,046 land lots in 33 resettlement areas and existing residential areas that have not been used from other projects to prioritize timely arrangement for the project.

Secretary of the Quang Ngai Provincial Party Committee Bui Thi Quynh Van, Head of the Steering Committee for the North-South high-speed railway project, the section passing through Quang Ngai province, requested the Provincial People's Committee to accept the opinions of the delegates. At the same time, she proposed that the Government and the Ministry of Construction adjust the location of the high-speed railway station to the West, clearly stating the advantages, direction, and development space when adjusting the station.
For martyrs' cemetery areas and resettlement areas of the newly built North-South expressway affected by the project, there should be a policy mechanism to support people, especially for affected households that have to be resettled 2-3 times (in the past 5 years), ensuring people's lives.
