Quang Ngai spends 350 billion VND to 'renovate' the traffic infrastructure of Dung Quat Economic Zone

Quang Ngai will allocate 350 billion VND to upgrade and expand the transport infrastructure in Dung Quat Economic Zone. This is an extremely important task for Dung Quat to take off in the context of transport not keeping up with development.

Mr. Tran Phuoc Hien, Vice Chairman of Quang Ngai Provincial People's Committee, has just chaired a meeting to give opinions on capital sources for implementation and consider approving the project to upgrade and expand the traffic infrastructure system in Dung Quat Economic Zone.

Spending 350 billion VND on transportation in Dung Quat

Accordingly, the project to upgrade and expand the transport infrastructure system in Dung Quat Economic Zone was approved by the People's Council of Quang Ngai province for investment, with a total investment of 350 billion VND from the provincial budget. The implementation period is from 2024 to 2027.

According to the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ngai Province (Management Board), the above project is invested by the Management Board. The initial implementation includes: upgrading, expanding and investing in new Tri Binh - Thien Dang roundabout route (about 3.4km long); Thien Dang roundabout - Chu Lai route (about 1.8km long); the route connecting National Highway 1 - Tinh Phong - Binh Tan, phase 1 (about 1.5km long); Lam Vien - Van Tuong route (new investment in the last section of the route about 1.1km long).

These are vital routes, connecting the core area of ​​Dung Quat Economic Zone with many other areas.

Given the urgency of Dung Quat's transport infrastructure, this project will start construction in 2025. However, the issue that needs to be resolved soon is that the project has only been assigned a medium-term plan but has not been approved for investment, so it only meets one of the two conditions for capital allocation as prescribed in Article 53 of the 2019 Law on Public Investment.

To be eligible to submit to the competent authority to assign the capital plan for 2025, the management board recommends that the People's Committee of Quang Ngai province consider and approve the project investment to be eligible to receive capital to implement the project in 2025 according to regulations.

Mr. Tran Phuoc Hien said that the project to upgrade and expand traffic infrastructure in Dung Quat Economic Zone is of great significance, to complete the infrastructure system of traffic routes and technical infrastructure according to the planning, ensuring smooth connection in Dung Quat Economic Zone and surrounding areas.

This will promptly meet the needs of transporting goods, supplies, materials and production and business activities of enterprises in Dung Quat. The expansion of routes also creates favorable conditions for attracting investment, developing socio-economy and ensuring traffic safety for people in the area.

Mr. Hien directed the Dung Quat Economic Zone Management Board, as the project investor, to actively coordinate with relevant departments, branches and localities to review and focus on investing in the construction of urgent projects in order of priority.

In particular, focus on site clearance work, not to affect the progress of project implementation. Ensure resources to complete the project on time and ensure quality.

The traffic "shirt" is too tight for Dung Quat's development.

Exactly 30 years since the late Prime Minister Vo Van Kiet set foot in Dung Quat and decided to turn this place into a deep-water port, the number 1 oil refinery..., Prime Minister Pham Minh Chinh recently signed a decision to adjust the planning of Dung Quat Economic Zone until 2045.

Dung Quat has entered a new phase of multi-industry development. However, Dung Quat Economic Zone is also full of concerns about its transport infrastructure not being able to handle tens of thousands of heavy-duty trucks moving every day.

Traffic has "stagnated" after all this time, while Dung Quat is developing vigorously, with many large-scale projects underway such as the Dung Quat Combined Cycle Gas Turbine Power Plant, the Hoa Phat Dung Quat 1 and 2 Iron and Steel Complex, the Hoa Phat Dung Quat Container Port, the Dung Quat Oil Refinery Phase 2... All of these are billion-dollar construction sites, pushing transportation demand to skyrocket. But the roads are still the same as 20 years ago, while the number of vehicles has increased a hundredfold.

Statistics from the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks show that Dung Quat’s transport infrastructure is always overloaded, meeting only 60% of transportation needs. When the billion-dollar construction sites are about to begin construction, the roads will only meet 50%.

In general, the traffic "shirt" is too tight compared to the billion-dollar projects that are springing up. Up to now, Dung Quat has 346 valid investment projects. The total registered investment capital is more than 18 billion USD, including 59 foreign investment projects and 287 domestic investment projects.

Many large enterprises investing in the economic zone have created key industrial products with national and international brands such as Dung Quat Oil Refinery, Hoa Phat Dung Quat Iron and Steel Production Complex, VSIP Industrial Park, Doosan Vietnam Heavy Industries Factory...

Statistics show that in the period 2010 - 2022, Dung Quat Economic Zone contributed nearly 224,000 billion VND to the budget, accounting for nearly 80% of Quang Ngai's budget revenue and is creating jobs for about 65,500 workers.

Therefore, investment in transportation for Dung Quat is really urgent. The Dung Quat Economic Zone Management Board also proposed that the central government have a mechanism to provide targeted annual support for Dung Quat Economic Zone, equivalent to 10-15% of the budget that this economic zone collects to reinvest in Dung Quat.
