After nearly 2 months of implementing the two-level local government model, state management of education at the grassroots level has initially achieved positive results. However, a thematic report by the Phu Tho Department of Education and Training clearly shows that the team of cadres and civil servants in charge of education at the commune level are facing many difficulties.
Accordingly, the province currently has 325 officials in charge of education in 148 communes, an average of 2.2 people/commune, but there are still communes that can only arrange 1 official.
In terms of qualifications, the number of cadres without a teaching degree and never worked in the education sector accounted for 25.7% (38/148). In addition, 17.6% (26/148) had a teaching degree but had not had practical experience in the sector. Only 56.7% (84/148) of cadres had a teaching degree and work experience in the sector.
Not only limited in qualifications, many commune-level cultural and social officers in charge of education also lack management capacity. The report clearly states that most of them have not been properly trained in state management, education management, supervision and inspection skills. The grasp and update of directives and instructions to implement educational tasks are still slow, making the implementation process prone to confusion and overlap.
The lack of highly specialized staff makes it difficult to advise and organize the implementation of educational management tasks as expected. Meanwhile, practical requirements, from managing educational institutions, ensuring facilities, to monitoring quality, require the team to have comprehensive qualifications and skills.
In that situation, the Department of Education and Training of Phu Tho proposed to arrange enough and ensure the standards of cadres and civil servants in charge of education at the People's Committee of the commune, giving priority to those with pedagogical or educational management qualifications. In the immediate future, communes that are lacking or have cadres and civil servants but do not meet the standards need to study and consider mobilizing and increasing school managers to support the Department of Culture and Social Affairs.
Organize training courses, refresher courses, and periodic training on state management skills in education; methods of monitoring and evaluating school quality; and skills in applying IT in management.
