At the meeting, Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister on the establishment of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 was announced.
Delegates focused on discussing, analyzing and evaluating the implementation of science, technology, innovation, digital transformation, administrative reform and Project 06 activities in the past time; pointing out some shortcomings, limitations and causes, lessons learned to serve as a basis for proposing tasks and solutions to overcome them.

Accordingly, ministries, branches and localities have organized the dissemination and propaganda of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 03/NQ-CP dated January 9, 2025 of the Government implementing Resolution No. 57-NQ/TW to a large number of cadres, party members and people. By the end of March 16, 2025, 4 ministries and 37 localities had established and completed steering committees on science, technology, innovation and digital transformation development.
Regarding the results of implementing Project 06 and administrative reform, ministries and branches have integrated 58/76 essential administrative procedures on the National Public Service Portal; 142 medical examination and treatment facilities in 29 localities have deployed electronic medical records; 98% of civil status data has been digitized; 99% of data on cadres, civil servants and public employees has been cleaned with the national population database. By December 2024, central ministries and branches have completed 1,019/1,049 administrative reform tasks, reaching 97.14% of the plan, 2.74% higher than the same period in 2023; People's Committees of provinces and cities have completed 2,842/2,917 tasks, reaching 97.43% of the plan.
In his concluding remarks, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized: Resolution No. 57-NQ/TW is a document of important strategic significance, realizing the goal of turning science, technology, innovation and digital transformation into driving forces for socio-economic development.
The Prime Minister requested that in the coming time, ministries, branches and localities need to implement viewpoints and tasks with focus, not spread out, not half-hearted, discuss without retreating, and finish each task. Urgently review relevant laws, quickly remove institutional bottlenecks with the view that institutions are the driving force, resources, and inspiration for development. Continue to review and invest in infrastructure, allocate at least 3% of the 2025 budget for science and technology, including a source of 10 trillion VND in excess revenue; develop specific plans and projects to implement tasks in conjunction with preventing and combating waste and corruption. Diversify forms of human resource training to meet development requirements in the current situation. Transform the state from passive, receiving, and handling administrative procedures to a proactive, active state of serving the people. At the same time, promote national digitalization; cut and simplify administrative procedures without limits, do as much as possible; promote comprehensive digital citizenship, with the spirit of "lean apparatus, connected data, smart governance".
The Prime Minister hopes that after the meeting, ministries, branches and localities will have strong and substantial changes in the development of science, technology, innovation, digital transformation, administrative reform and the implementation of Project 06 with the spirit of "catching up, progressing together and surpassing", aiming to build a country with fast and sustainable development and a prosperous and happy people.
