At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and his wife, President of the Socialist Republic of Vietnam Vo Van Thuong and his wife, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping and his wife paid a State visit to Vietnam from December 12 to 13, 2023.

This is the third State visit of Comrade Xi Jinping to Vietnam in his capacity as General Secretary and President of China , and is being made one year after the historic visit of General Secretary Nguyen Phu Trong to China in 2022. The visit is a foreign activity of great importance and long-term significance for the relationship between the two Parties and the two countries. The visit takes place in the context of the world's trend of peace, cooperation and development being promoted, however, the international situation is changing rapidly, complicatedly and unpredictably. Difficulties and challenges are more numerous and greater than opportunities and advantages. Strategic competition between major countries is fierce, fierce and comprehensive. Hot spots of conflict continue to be complicated. The world economy recovers slowly, is unstable and has potential risks. Non-traditional security challenges are more complicated. The Asia-Pacific and Indian Ocean regions, including Southeast Asia, maintain their position as one of the world's economic and political centers and also a focal point of competition, gathering forces of major countries. Since the 20th National Congress of the Communist Party of China (October 2022), China has basically maintained political stability and the role of the Communist Party of China in society; consolidating the "core leadership" position of General Secretary and President of China Xi Jinping. China's economy has recovered positively; science and technology have achieved new achievements; national defense and security potential and strength have been maintained and developed. In terms of foreign affairs, China has implemented many diverse forms, promoting both Party diplomacy and State diplomacy, putting forward many initiatives, enhancing influence on many issues and at many major international forums. China's initiatives have attracted the support and participation of many countries, thereby increasing China's influence in shaping the regional and international order. Since the beginning of the 13th Party Congress, Vietnam has achieved many important results in many fields, including socio-economic development, national defense and security, building a socialist rule-of-law state, and Party building. Relations between Vietnam and neighboring countries and Southeast Asian countries have been consolidated and developed both bilaterally and multilaterally. Relations between Vietnam and important major countries have been strengthened. Vietnam continues to make active and responsible contributions and has an increasingly high reputation in ASEAN, the United Nations and many other international forums and organizations. Foreign affairs activities have been implemented synchronously and comprehensively on all three pillars: Party diplomacy, State diplomacy and people-to-people diplomacy, including parliamentary diplomacy and defense-security diplomacy. Vietnam-China relations maintain a positive development trend. After 15 years of implementing the Comprehensive Strategic Cooperative Partnership framework, Vietnam-China relations have developed positively in all areas, with many bright spots, especially after the historic visit to China by General Secretary Nguyen Phu Trong. Political understanding and trust between the two sides have been enhanced, contributing to consolidating the relationship between the two Parties and the two countries, first of all through high-level visits and exchanges, especially between the two General Secretaries, as well as between all levels from the Central to local levels and people-to-people exchanges. Economic, trade and investment cooperation continues to expand. China is Vietnam's largest trading partner and second largest import market, and Vietnam is China's fourth largest trading partner in the world and largest in ASEAN. China ranks sixth among 144 countries and territories investing in Vietnam. Defense-security cooperation has developed in many new forms. The two countries agreed to build defense-security cooperation into one of the pillars of bilateral relations. Cooperation between the two countries at international forums has been expanded; the two sides support a number of each other's initiatives. The State visit to Vietnam by General Secretary and President of China Xi Jinping and his wife is of great significance in the Vietnam-China relationship; demonstrating the importance and top priority of both countries to further consolidate and elevate the Vietnam-China comprehensive strategic cooperative partnership. By warmly and respectfully welcoming General Secretary and President of China Xi Jinping and his wife, Vietnam affirmed the foreign policy of the 13th National Party Congress to be independent and self-reliant; diversifying and multilateralizing foreign relations, in which the top priority is given to relations with neighboring countries; consistently attach importance to developing stable and long-term relations with China on the basis of mutual respect, equality and mutual benefit; promoting positive trends, similarities and connections between the two neighboring countries, as well as the traditional friendship between the two Parties and the two countries. Wishing the State visit of General Secretary and President of China Xi Jinping and his wife to Vietnam a great success, bringing the traditional neighborly friendship and the comprehensive strategic cooperative partnership between Vietnam and China into a new stage of development, continuing to be firm, stable and sustainable, for the benefit of the people of the two countries, for peace, stability, cooperation and development in the region and the world.
