The telegram stated that developing a synchronous and modern infrastructure is one of three strategic breakthroughs, in which developing transport infrastructure is an important pillar, creating new development space, driving force for socio-economic development, ensuring national defense and security. The 13th Party Congress determined the goal that by 2025 the whole country will have about 3,000km of expressways, basically completing the eastern North-South expressway axis; creating a premise for having about 5,000km of expressways by 2030.

In recent times, the Ministry of Transport and many localities from the North to the South assigned as the managing agencies have made efforts and focused on implementing investment preparation work and have completed procedures to carry out construction of expressway projects and are carrying out work to start construction in 2024 for the projects: Hoa Binh-Moc Chau, Dau Giay-Tan Phu, Tan Phu-Bao Loc, Bao Loc-Lien Khuong, Ho Chi Minh City-Moc Bai, Ninh Binh-Nam Dinh-Thai Binh-Hai Phong...

Site clearance is a complex and difficult task because it directly affects the rights and livelihoods of the people; the implementation process is often lengthy and greatly affects the progress of projects.

Since the beginning of the term, localities have changed their thinking and working methods, mobilizing the entire political system to carry out site clearance work; increasing direct dialogue with people, carrying out mass mobilization work to grasp legitimate aspirations, flexibly applying legal regulations to resolve complaints and recommendations; selecting locations and building resettlement areas with better living conditions and at least equal to the old place of residence; taking care of people's lives, creating stable livelihoods for people after giving up land, houses, and fields to build projects.

Therefore, after 1 year since the investment policy of important national projects was approved and after 6 months since receiving full site clearance deposits, localities have recovered and handed over to investors at least 70% of the project area, meeting all conditions for construction commencement. Up to now, many localities have basically completed site clearance work, which is a great achievement compared to the implementation of projects in the previous stage. However, according to the report of the Ministry of Transport, some localities are still slow in implementation, affecting the progress of the projects.

To complete key projects on schedule, the Prime Minister proposed:

The Central Committee of the Vietnam Fatherland Front, the Central Committee for Mass Mobilization, and socio-political organizations direct their affiliated organizations at all levels to actively participate and closely coordinate with Party committees and authorities at all levels to mobilize people in areas where project works are located to be ready to hand over the site for resettlement.

The Secretaries and Chairmen of the People's Committees of the provinces and cities where the project passes through focus on leading and directing agencies and units to closely follow the progress milestones in accordance with the direction of the Prime Minister, speed up the progress of site clearance to complete the handover of the site for the North-South Expressway project in the East phase 2021-2025, 2 beltway projects and 3 East-West Expressway projects and key projects nationwide in the second quarter of 2024; strengthen direct work with the people, carry out mass mobilization work to grasp their aspirations, flexibly and effectively apply legal regulations to resolve legitimate and legitimate complaints and petitions of the people; coordinate with investors to prioritize site clearance at locations that are critical to construction progress such as areas for weak soil treatment, large bridges and tunnels, and construction access road areas; focus on the following specific tasks:

Tasks required to be completed before June 30, 2024: Quang Binh, Quang Tri, Hau Giang, Kien Giang provinces speed up the completion of resettlement areas; Ha Tinh, Phu Yen, Khanh Hoa speed up the relocation of technical infrastructure; Quang Binh and Quang Tri focus on directing the early handover of the remaining areas of the North-South Expressway Project in the East phase 2021-2025 and other key projects.

Binh Dinh province will carry out parallel procedures for changing forest use purposes to hand over the site immediately after the National Assembly Standing Committee adjusted Resolution No. 273/NQ-UBTVQH15, ensuring the coordination of materials for the eastern North-South expressway project in the 2021-2025 period.

Dong Nai province has added more human resources and resolutely directed relevant agencies to speed up the work of surveying and counting, approving compensation plans, resolving complaints, and building resettlement areas in the Bien Hoa-Vung Tau project and the Ring Road 3-Ho Chi Minh City project.

Khanh Hoa and Dak Lak provinces will soon complete procedures for changing forest use purposes, forest exploitation, auctioning, and forest recovery; Khanh Hoa province will resolve land price issues at the Khanh Hoa-Buon Ma Thuot Project.

The provinces and cities of An Giang, Hau Giang, Can Tho, and Soc Trang are speeding up the relocation of technical infrastructure and resolving complaints to hand over the remaining part of the An Giang-Can Tho-Soc Trang Project.

The provinces of Bac Ninh and Hung Yen are accelerating the construction of resettlement areas and relocation of technical infrastructure; Hung Yen province is coordinating with relevant agencies to remove difficulties in land acquisition to arrange the return of production and business land to affected enterprises at the Ring Road 4 project of the Hanoi Capital Region.

Tasks to be completed in 2024: Da Nang city prioritizes the handover of agricultural land plots, strengthens the mobilization of people to agree with the temporary resettlement plan, and arranges them in existing resettlement areas; speeds up the payment process; completes procedures to immediately build resettlement areas at the La Son-Hoa Lien project. Complete the handover of the site before June 30, 2024.

Tien Giang province promptly completes related procedures to implement site clearance for the Cao Lanh-An Huu Project, completing site handover before September 30, 2024.

Lang Son province urgently reviews the remaining traffic land planning indicators at the Dong Dang-Tra Linh project to adjust and supplement according to regulations, and complete the handover of the site before September 30, 2024.

Tuyen Quang province speeds up the relocation of technical infrastructure, verifies land origin, approves compensation plans, builds resettlement areas, and completes site handover before December 31, 2024.

The Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, and Vietnam Electricity Group (EVN) support investors in implementing procedures to promptly complete the dossier for relocating high-voltage power lines; EVN urges member units to prioritize focusing on materials and human resources to relocate high-voltage power lines; shorten the time for approving power outage plans to relocate, especially in the following localities: Hung Yen, Bac Ninh, Ha Tinh, Phu Yen, Khanh Hoa, Dong Nai, Long An, Can Tho, Soc Trang. Complete before June 30, 2024.

Assign Deputy Prime Minister Tran Hong Ha to direct and the Government Office to coordinate with the Ministry of Transport to monitor and urge the implementation of this Official Dispatch, promptly synthesize and report to the Prime Minister on arising issues beyond its authority.

The Prime Minister requests agencies in the political system, Ministers, Heads of agencies, Secretaries, Chairmen of People's Committees of provinces and centrally run cities and relevant units to urgently carry out the tasks assigned in this Official Dispatch.
