Promoting People's Power in Protecting National Security

Solid foundation from the power of the people

Going back in history, on August 19, 1945, under the leadership of the Party, the entire Vietnamese people completely overthrew the thousands of years of feudal and colonial rule, establishing the Democratic Republic of Vietnam. August 19, 1945 was also the day the Vietnam People's Public Security Force (PPP) was officially born. To acknowledge and honor the great contributions of the People in the cause of building and protecting national security (NS), and at the same time continue to mobilize the masses, promote the movement to protect NS in the new situation, on June 13, 2005, the Prime Minister issued Decision No. 521/2005/QD-TTg to designate August 19 every year as the "National Day for Protecting NS".

Taking to heart President Ho Chi Minh 's teaching "When the People help us a lot, we will have a lot of success; when they help us a little, we will have little success; when they help us completely, we will have complete victory" in his letter to Comrade Hoang Mai, Director of the Police Department of Zone 12, dated March 11, 1948, the People's Police force in general and the Hue City Police in particular have determined that the relationship with the People is a blood relationship. The Police come from the People and serve the People. The strength of the People is not only a source of support, but also the decisive factor for all victories on this silent but arduous front.

Promoting People's Power in Protecting National Security

Realizing that, the movement "All people protect national security" in the city is growing stronger and stronger in both breadth and depth, turning each citizen into an "eye and ear", a "security soldier" right in the area where they live.

One of the most effective methods is propaganda and mobilization. Over the past 20 years, the police force at all levels has coordinated with departments, branches and organizations to organize more than 24,000 propaganda sessions on the grassroots radio system; over 10,000 meetings, propaganda of the law, attracting more than 900,000 participants. The form and content of propaganda are regularly innovated from transmission through Zalo and Facebook groups, through traditional loudspeaker systems to direct propaganda at meetings of people in residential groups, agencies, businesses, schools or distributing and posting information leaflets, propaganda in crowded places.

From the general movement, a series of creative and effective models following the motto "Self-defense, self-management, self-protection, self-reconciliation" have been born and replicated, forming a solid security network from the grassroots. Up to now, the city has maintained 117 models in residential areas, communes, wards, towns, agencies, enterprises, and educational institutions. Among them, there are many advanced models and examples with high socialization, implemented in most localities, with active participation of the people and bringing practical results, typically the models: "Self-managed clans on security and order (ANTT)"; "Self-managed inter-family group on ANTT" in Lane 131 Tran Phu (Thuan Hoa ward); Zalo group "People and cadres of Vinh My commune participate in protecting ANTQ" in Vinh My commune; "Civilized parish, exemplary Catholic family" at Co Thap parish in Dan Dien commune...

The border areas have implemented the model of “Security and Order Linkage Cluster”; in enterprises, there are models of “Self-managed Workers’ Groups” and “3 Nos” (no fires, no thefts, no social evils). Thanks to their practicality and closeness to the local situation, these models have attracted a large number of people to participate.

Through propaganda and launching the movement "All people protect national security", the masses have provided the police with thousands of reports of crimes and mobilized dozens of wanted subjects to surrender. Many masses have raised their vigilance, promptly detected and coordinated with the police to capture criminals.

People have also actively participated in ensuring social order and safety in the locality with many models of ensuring urban order, traffic order and safety widely deployed along the roads in wards and communes. Thereby, attracting the participation of people and positively changing the appearance of Hue city, contributing to building Hue "Green - Clean - Bright"... In the face of the complicated developments of the COVID-19 epidemic, the consensus and active participation of the people, especially the strict compliance with epidemic prevention measures and timely provision of information related to suspected cases, have helped the authorities effectively implement the work of zoning, isolating, and suppressing the epidemic, contributing to preventing the spread of the epidemic in the community.

Close to the people, close to the base, maintain peace

Playing a core role at the grassroots level, the semi-professional communal police force, militia, neighborhood protection committee, and People's security team have made many outstanding contributions. As people who "respect the people and work for the people", the semi-professional communal police force has for many years effectively supported the regular force in grasping the situation, suppressing crime, propagating, and mobilizing people to participate in maintaining security and order.

To meet the requirements of the new situation, on July 1, 2024, the Law on Forces Participating in Security and Order Protection at the Grassroots Level took effect. The People's Council and People's Committee of the city issued 2 resolutions. Thereby, 1,103 security and order protection teams at the grassroots level were established in 1,103 villages and residential groups across the city, with 3,463 members.

After only 1 year of operation, this force has closely followed 6 assigned task groups, proactively supported the commune-level police force in performing the task of ensuring security and order at the grassroots level, achieving positive results. Specifically, it has provided 1,631 sources of information for investigation, participated in handling 1,037 cases; coordinated the organization of 18,343 propaganda and mobilization sessions on crime prevention and control; built and guided 117 self-management models; supported the handling of 110 fire prevention and fighting cases and 31 rescue cases.

The force participating in protecting public order and safety at the grassroots level also provided over 150 reports of illegal activities at conditional business establishments; mobilized the handover of 391 weapons, explosives, support tools and fireworks; reformed 957 people with illegal behavior living in the community; coordinated to carry out over 22,000 patrols and guide, direct traffic, and resolve traffic jams; thereby detecting 738 cases with signs related to public order and safety.

With outstanding achievements during the working process, the force participating in protecting national security and order at the grassroots level was awarded certificates of merit to 8 individuals, certificates of merit to 50 collectives and 176 individuals with achievements in the movement of All People Protecting National Security and Preventing Crime.

In the new context, the work of protecting national security will continue to face many challenges and difficulties; more than ever, the "people's heart position" needs to be consolidated and strengthened. To do that, each officer and soldier of Hue City Police continues to be the core, proactively going deep, going close to the grassroots, "being close to the people, understanding the people, respecting the people and being responsible to the people"; each citizen must be a "soldier" on the security front; this very connection will contribute to creating a widespread protection network, a solid "people's heart position".

And on that glorious journey, the great role and active contributions of all classes of people joining hands to build a civilized, modern, friendly, hospitable, green tourist city of Vietnam, Hue City under the Central Government” - Major General Nguyen Thanh Tuan emphasized.
