Identifying the implementation of democratic regulations as both a goal and a driving force to mobilize the people's strength to carry out local political tasks, every year, the Party Committee of Hoang Lau commune (Tam Duong) promotes propaganda and dissemination of the Party's guidelines and policies, the State's laws and policies as well as grassroots democratic regulations to all classes of people. At the same time, the implementation of democratic regulations is linked to the tasks of socio-economic development, administrative reform, and patriotic emulation movements.
Deputy Secretary of the Party Committee of Hoang Lau Commune Nguyen Xuan Huong said: In the process of implementing tasks, the commune publicizes the socio-economic development plan; policies, projects, investment projects; and legal regulations on administrative procedures for officials and people to know.
Based on information, people participate in discussing and deciding on many important tasks related to their practical interests. Typically, in the construction of advanced new rural areas (NTM), model residential villages, all programs, plans, support policies of the State, the use of mobilized contributions from the people, the implementation of rural traffic works, intra-field traffic, the construction of cultural houses, bright - green - clean - beautiful roads... are all brought up by the Party Committees of the Party cells for people to discuss and contribute opinions before implementation.
Thanks to that, it has created trust and consensus among the people. In 2024, the commune mobilized people to contribute more than 100 million VND to renovate the campus of the village cultural house, plant flowers and trees, and install lighting along the roads.
Up to now, 100% of communes, wards and towns have reviewed, adjusted and supplemented local democracy regulations according to the Law on Implementing Democracy at Grassroots Level and guiding documents for implementation, especially for new contents.
Strictly implement the propaganda, dissemination and publicization of the Party and State's policies and guidelines, especially those related to the rights and interests of the people; socio-economic development plans; investment projects and works; land recovery, compensation and resettlement support plans; management and use of funds; social security policies, etc.
Communes, wards and towns also organize for people to discuss and decide on issues directly related to their interests such as: Policies and levels of contributions to build infrastructure in residential areas; construction projects with State and people's capital; community conventions and covenants; election of village chiefs and heads of residential groups; issues related to building community welfare projects...
Organizing to collect people's opinions on draft resolutions of the People's Council; socio-economic development plans; and projects on rearranging commune-level administrative units for the period 2023 - 2025 before promulgation, thereby meeting people's aspirations.
In addition to publicizing policies and guidelines so that people can know, discuss and reach agreement, communes, wards and towns should strengthen the work of receiving citizens, resolving complaints, denunciations, recommendations and reflections of citizens; strictly implement direct dialogue between leaders of Party committees and authorities at all levels and the people; promote administrative reform to create favorable conditions and save time and costs for the people.
Up to now, 100% of communes, wards and towns have publicly posted administrative procedures at the “one-stop” department; promoted the application of information technology in management, operation and work settlement. The rate of settlement of administrative procedures at the commune level before and on time has reached over 99%.
Thanks to the good implementation of grassroots democracy regulations, the relationship between the Party Committees and authorities at all levels in the province and the people has been increasingly consolidated and strengthened. Thereby, contributing to the successful implementation of socio-economic development, national defense and security goals in the area.
In 2024, the province's GRDP growth rate will reach 7.52%, achieving the set target. Regarding new rural construction, up to now, the province has 100% of communes recognized as meeting new rural standards, of which 37 communes meet advanced new rural standards and 4 communes meet model new rural standards.
