Strive to disburse 100% of public investment capital for national target programs

The objective of the Program is to focus on directing, operating, managing, organizing implementation and being determined to achieve the highest goals of the assigned National Target Programs: New rural construction in the 2021-2025 period; sustainable poverty reduction in the 2021-2025 period; socio -economic development in ethnic minority and mountainous areas in the 2021-2030 period. Phase I: From 2021 to 2030; Resolutely handle existing problems and limitations and effectively implement solutions to remove difficulties and obstacles in the process of organizing the implementation of national target programs according to regulations and assigned tasks in Resolution No. 108/2023/QH15 dated November 29, 2023 of the National Assembly on thematic supervision of "the implementation of the National Assembly's Resolutions on National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

At the same time, focus on directing and operating the work of perfecting institutions, promptly promulgating full mechanisms, policies and legal bases to organize the implementation of the National Target Program on Cultural Development for the 2025-2035 period and the National Target Program on Drug Prevention and Control to 2030 according to relevant resolutions of the National Assembly and the Government.

To achieve the above objectives, the Central Steering Committee focuses on reviewing and supplementing policies in a timely manner; resolutely implementing public investment plans for national target programs. In particular, ministries, central and local agencies focus on perfecting the system of mechanisms and policies, proactively reviewing and promptly promulgating within their authority or submitting to competent authorities for promulgation legal documents and guidance documents on management and organization of implementation of national target programs at the central and local levels after completing the arrangement of administrative units at all levels and building a 2-level local government organization model according to the Party's policy; promptly organizing training and guiding relevant organizations and individuals to implement the Government 's decrees on decentralization, delegation of authority, and assignment of authority of local governments and related documents.

Ministries, branches and localities effectively carry out propaganda and information work on the Party's guidelines, policies and laws of the State, creating consensus among the entire political and social system, mobilizing diverse resources and unleashing potentials, promoting the strengths of localities in participating in the implementation of national target programs. Have more drastic solutions in implementing the state budget public investment plan and the 2025 state budget estimate to implement national target programs, striving to disburse 100% of the assigned estimates and plans.
