Storm No. 3 (Yagi) passed away leaving behind serious consequences. The communes in the south of the province, including: Cao Son, Duc Nhan, Quy Duc, Nhan Nghia, Muong Vang (Da Bac district, former Hoa Binh province) were the most affected areas.
Implemented from March to July 2025, the old “Overcoming the consequences of storm No. 3 - Hoa Binh province” project has spent over 6.6 billion VND to organize practical activities: Providing cash support, purchasing and distributing cooking oil, winter blankets, water tanks and hygiene kits for poor, near-poor and disadvantaged households affected by the storm. The project strengthens communication on clean water and sanitation, encourages hygiene practices, protects safe water sources and trains women in gender equality skills.
Training and propaganda for people to improve capacity to respond to natural disasters and climate change in project communes.
In Nhan Nghia commune, although there were no casualties, storm No. 3 had a significant impact on the lives of local households. Accordingly, 52 households and 238 people in Tre, Doi and Don hamlets had to be urgently evacuated due to the risk of landslides and rolling rocks. Comrade Bui Duy Hung, Vice Chairman of the Commune People's Committee, said: The entire political system joined in, implementing solutions to support and help people overcome the consequences. Local forces were mobilized, setting up camps, supporting people to evacuate people and property to a safe place. However, due to local conditions and limited aid resources, it was not possible to meet and resolve the difficulties and shortages that people needed. In that context, thanks to the attention and timely presence of the project, practical relief packages helped people to cover some of the difficulties after the storm passed.
Receiving money and meaningful items given by OXFAM and the Provincial Women's Union during the relief campaign, Ms. Xa Thi Minh, a poor household in Cao Son commune, emotionally expressed: During the natural disaster, my family was one of the households receiving support from the project, I am truly grateful. That warm sharing helped my family overcome the initial difficult period, using the supported money to buy rice and fish sauce. The project also provided some other essential items such as warm blankets, plastic water tanks, which are what we need...
Practical supplies from the project were promptly shared and encouraged the poor in areas affected by the monsoon rains to overcome difficulties.
Relief and recovery activities are urgently needed during natural disasters.
After 5 months of implementation, the project "Overcoming the consequences of storm No. 3" in 5 southern communes of the province achieved the expected output results. In the project area, 780 households were given cash support to restore agricultural production with an amount of 1 million VND/household; 1,560 households were provided with cooking oil and winter blankets; 1,200 households were provided with water tanks and hygiene kits; 6 staged communication exchanges were organized...
Mr. Pham Quang Tu, representative of OXFAM in Vietnam, assessed: The project's activities bring great community value. The implementation process received attention and facilitation from local Party committees and authorities, the coordination of relevant levels and sectors, and the participation of the Women's Union at all levels. Women members and people are beneficiaries and actively participate. In addition to the goal of reducing damage, the project also contributes to improving the resilience and recovery of people and communities against increasingly complex risks due to climate change through communication, education, and training.
The 2025 natural disaster season has just begun. Affected by the storms that occurred in July, some localities in the province recorded damage to people and property, agricultural production, traffic infrastructure... It is forecasted that there will be more storms in the coming time, requiring a long-term and practical support plan for affected households.

According to comrade Kha Thi Luan, Vice President of the Provincial Women's Union, the project's intervention is truly practical and necessary, contributing to the restoration of production and stabilizing the lives of households facing difficulties due to natural disasters. The Union wishes to continue to coordinate with OXFAM, accompanying and sharing difficulties with people in disaster-hit areas. In addition to the essential goods support package, the wish of the households is that the project has a plan to support the construction of solid housing models, safe from natural disasters, especially for poor households, single households, and households at high risk of insecurity that have to be relocated.
