Taking us by his family's small boat, Mr. Ha Minh Toan, a resident of Ngoc Nhi village, shared: It's been a long time, maybe since 2017, since there was such a severe flood. We, the people of Gia Thuy, seem to be familiar with the flood situation, so we have prepared to cope. In Gia Thuy commune, due to the impact of floods, about 450 households in the commune were flooded, of which Ngoc Nhi and Lien Phuong villages were the most severely flooded villages with 100% of households affected. In recent days, the local government has focused all its efforts on flood and storm prevention and control, taking care of the lives of people in flooded areas, urgently evacuating elderly, single-parent households, and households with low-rise houses; and having plans to ensure food and provisions to support people.
In recent days, many groups of organizations and individuals have come to Gia Thuy to support necessities such as life jackets, instant noodles, drinking water, banh chung, bread, etc. The care and sharing of kind hearts from near and far has given strength to the people here to continue their efforts to overcome the most difficult time in life.
In Duc Long commune, one of the localities that is often affected by rain and floods caused by the Na River, Lang River and Boi River. During this flood, Duc Long commune had 8 villages outside the dike affected with nearly 1,200 households, of which Cao Thang, Son Luy 1, Son Luy 2 villages had 100% of households severely flooded.
Comrade Dinh Van Tinh, Vice Chairman of Duc Long Commune People's Committee, said: In the face of complicated weather conditions after storm No. 3, the commune has organized and implemented plans to prevent and combat floods in the area, especially in key areas with high risks such as Than Luy and Son Luy villages. The "4 on-site" work has been strictly implemented by the locality. In the past few days, the commune has arranged forces to be on duty at the spillway areas of the three communes of Duc Long, Lac Van and Gia Tuong 24/7.
At the same time, the locality has had activities to support the lives of people affected by floods such as: assigning the Front Working Committee of villages to organize a review of elderly, single-parent households, poor households, near-poor households with difficult circumstances to move to households with high-rise buildings, townhouses; paying attention to conditions to stabilize the living situation, food, clean water for people...
In recent days, along with local support, people affected by storms in Duc Long commune have also received sympathy and support from organizations, individuals, and children of the homeland with essential necessities.
The commune has organized the reception and assignment of tasks to the organizations and villages to distribute timely and correct gifts to the right people. On September 11 alone, with 6 groups coming to support the locality, almost 100% of households in 8 flooded villages received gifts.
According to a quick report from the District Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, along with the damage to rice fields, crops, and production forests, in Nho Quan district, 8/27 communes have areas affected by flooding with about 2,238 households flooded, concentrated in the communes of Lac Van, Duc Long, Lang Phong, Gia Thuy, Gia Lam, Xich Tho, Dong Phong, Gia Son, Thuong Hoa, Son Thanh. Along with houses, auxiliary works, fences, electric poles, livestock barns have collapsed, roofs blown off, etc.
In a quick exchange with comrade Hoang Khac Tiep, Chairman of the People's Committee of Nho Quan district, it was known that: In the face of the flood situation after storm No. 3, the first thing Nho Quan district focused on leading and directing was to mobilize all forces to participate in the rescue of people and property in flood-affected areas. The police, military, militia and local forces prioritized moving people to safe places, focusing on moving people's property to higher places; mobilized resources to promptly meet the needs of necessities, food, food, drinking water for people, determined not to let any people be homeless, without food, drinking water during the times affected by floods. In particular, absolutely ensuring the safety of people's lives and property as well as key State projects in the district.
Implementing Order No. 56/L-BCH on Evacuation Order of the Ninh Binh Provincial Steering Committee for Disaster Prevention and Control at 1:00 p.m. on September 12, 2024, Nho Quan district informed the people, coordinated with the police, military forces and relevant agencies to prepare for the evacuation plan and prepare rescue forces and means when necessary. All evacuation work is determined by Nho Quan district to ensure all safety factors for people as well as property of the State and the people; focusing on overcoming after storms and floods.
