Identifying the construction of new rural areas as one of the top priorities, over the past years, Vinh Linh and Gio Linh districts have proposed key solutions to bring the locality to the finish line of new rural districts. From those solutions, the localities have implemented them drastically and synchronously to ensure the requirements and roadmap set out. Therefore, the appearance of the countryside has improved a lot, the infrastructure has gradually met the requirements of daily life and production, and the material and spiritual life of the people has been improved. In particular, many rural areas of Vinh Linh and Gio Linh districts have met the model new rural standards, becoming "livable countrysides"...

According to the National Criteria for New Rural Areas, by early December 2023, Vinh Linh district had 13/15 communes recognized by the Provincial People's Committee as meeting new rural standards, accounting for 86.7%. The two mountainous communes have overcome difficulties and made efforts in building new rural areas, of which Vinh Khe commune is completing the dossier for recognition in 2023; Vinh O commune has basically met 17/19 criteria.

The district has 3 communes: Kim Thach, Vinh Thuy and Vinh Giang that have been recognized by the Provincial People's Committee as meeting advanced NTM standards, accounting for 20%. Currently, Vinh Hoa commune is completing its dossier to submit for recognition as advanced NTM in 2023.

In addition, Vinh Linh district has 4 villages/15 villages in extremely disadvantaged communes in ethnic minority and mountainous areas that have been recognized as meeting the standards, accounting for 26.67%. It is expected that by the end of 2023, there will be 1-2 more villages meeting the NTM standards. There are 24 household gardens recognized as model gardens, 44 villages/114 villages have been recognized as meeting the NTM model village standards, accounting for 38.6%. Regarding the NTM district criteria for the 2021-2025 period, up to now, Vinh Linh district has achieved and will basically achieve 9/9 criteria with 36/36 targets.

Along with the outstanding results achieved, Vinh Linh district still faces some difficulties, limitations and shortcomings in building new rural areas. In order to soon turn the locality into a new rural district in 2024 according to the goal set by the Resolution of the 19th Vinh Linh District Party Congress, Vinh Linh district has focused on building directions and tasks, especially solutions closely linked to the practice of building new rural areas in the locality.

In 2024, the general goal in building new rural areas of Vinh Linh district is to continue implementing the National Target Program on building new rural areas associated with effectively restructuring the agricultural sector, developing the rural economy, and urbanization, going into depth, effectively and sustainably.

Building a new rural area with a synchronous and gradually modern socio-economic infrastructure; a reasonable economic and labor structure, effective forms of production organization; a protected ecological environment, a bright-green-clean-beautiful and safe rural landscape; cultural values ​​in rural areas are preserved and promoted; national defense, security, social order and safety are maintained; the material and spiritual life of rural people is improved. The specific goal of the locality is to bring Vinh O commune to meet the new rural standards, raising the rate of communes meeting the new rural standards of the whole district to 100%.

Increase 1-2 communes to meet advanced NTM standards, 1-2 communes to meet model NTM standards and 1-2 villages to meet NTM standards, add 9-10 villages to meet model NTM standards. This will contribute to completing the goal of making Vinh Linh district meet NTM district standards.

To achieve these goals, Vinh Linh district will continue to strengthen inspection, evaluation, and removal of difficulties for communes, ensuring the district's goals. Actively coordinate with the Vietnam Fatherland Front Committee of the district, political and social organizations in the area to promote propaganda and mobilization work, creating consensus among the people on building a new rural district; coordinate to collect opinions on people's satisfaction in the proposal to consider and recognize the district as meeting new rural standards in accordance with regulations.

For Vinh O commune, the district will periodically review and evaluate the current status of the criteria, develop plans and solutions to complete the dossier for submission to request recognition of the commune meeting the NTM standards before May 2024. For communes that have met the standards, the district will focus on overcoming the decline in criteria, ensuring that by the time of submission for consideration and recognition of the NTM district in 2024, 100% of communes in the district will meet 19/19 NTM criteria.

Continue to strengthen propaganda and raise awareness of Party committees, authorities and people in poverty reduction, vocational training, ensuring gender equality and preventing gender-based violence, and preventing child abuse. Effectively implement poverty reduction support policies, production development projects, and livelihood diversification. Towns continue to urgently organize reviews and re-evaluate the current status of civilized urban criteria; develop plans, solutions, and assign specific tasks to organize implementation to ensure that by 2024, 100% of towns are recognized as meeting civilized urban standards.

For the criteria of the new rural district, based on the assigned tasks, the relevant departments and units shall base on the guiding documents of the ministries, departments and branches to periodically organize monthly reviews of the current status, promptly report difficulties and problems so that the Steering Committee for the implementation of the National Target Program on New Rural Construction in the district can promptly handle them and improve the effectiveness of new rural construction.

After many years of building the new rural area, it is expected that by the end of 2023, Gio Linh district will have 14/15 communes meeting the new rural area standards, only Linh Truong commune has not met the new rural area standards and is expected to be completed in November 2024.

Regarding the criteria for a new rural district in the 2021-2025 period, up to now, Gio Linh district has basically achieved many of the set criteria and targets and is aiming to reach the goal of becoming a new rural district before 2025. In addition, Gio Linh district has set a goal of striving to have 2 communes including Gio Son and Gio Quang achieving model new rural standards by 2025 and 3 more communes achieving advanced new rural standards, each commune has at least 1 model road; about 15 villages meeting the standards of model new rural villages and each village has at least 1 model road...

To complete the goal of building a district that meets NTM standards before 2025, Gio Linh district has set out many strategic, focused, and key tasks and solutions. That is to continue advising the District Party Committee to assign tasks to members of the District Party Committee Standing Committee in charge of communes and each NTM district criterion for leadership and direction.

Direct the People's Committees of communes to reorganize and improve the effectiveness of the Commune-level New Rural Construction Management Board, Village Development Board, Community Supervision Board, and assign cadres to be the focal points for the work of building new rural areas at the commune level. Promote propaganda work on building new rural areas in the direction of the role of the people as the main subject in implementation, the participation of the community in implementing new rural villages and model new rural villages.

Continue to bring the emulation movement "Quang Tri joins hands to build new rural areas", the campaign "All people unite to build new rural areas and civilized urban areas" and emulation movements of the industry, mass organizations and localities into depth.

Accelerate restructuring of the agricultural sector towards increasing value associated with building new rural areas. Attract businesses to invest in agricultural production, link up to purchase and consume products; develop commodity agricultural production; develop and replicate high-tech agricultural production models.

Effectively implement the One Commune One Product (OCOP) Program; promote the building of collective brands for local products, especially key and typical products in the district. Build a new cultural life, create changes in the rural environment; enhance the role and responsibility of the political system, and ensure security and order.

Continue to mobilize resources to implement the National Target Program on New Rural Construction for the period 2021-2025, focusing on mobilizing resources to effectively implement the plan to build national standard schools for the period 2021-2025, with a vision to 2030.

Currently, Gio Linh district is focusing resources on Linh Truong commune in building new rural areas, especially completing and improving the quality of rural roads in villages; building new classrooms and purchasing necessary equipment for teaching and learning; supporting the construction and repair of dilapidated houses.

From there, it will create motivation for Linh Truong commune to reach the NTM finish line in November 2024, contributing to bringing 15/15 communes of the entire district to meet the NTM standards. In addition, Gio Linh district has focused on resources to invest in renovating, upgrading, and refurbishing district roads, building a waste treatment system, and completing the NTM district criteria that have not been met to bring the locality to meet the NTM district standards before 2025.
