Provincial budget capital in 2025 is allocated to 77 programs and projects. Currently, over 7,000 billion VND has been allocated in detail for 28 completed projects, with a capital of 367 billion VND; 46 transitional projects and programs, with a capital of over 6,486 billion VND and 3 newly started projects and programs, with a capital of 220 billion VND.
According to the Department of Finance's calculations, by the end of the first quarter of 2025, the completed project group had disbursed 29% of the capital plan; the transitional project and program group had disbursed 7% of the capital plan; the newly started project group had disbursed 5% of the capital plan. Currently, these project and program groups are being actively disbursed, however, during the implementation process, there are still many difficulties and problems that need to be resolved effectively, thereby completing the capital plan to reach 100% of the plan by December 31, 2025.
The most difficult and problematic group is probably the transitional project and program group. This group has the largest total capital (6,486 billion VND). Currently, 9/46 key projects are facing certain difficulties and problems, affecting the disbursement rate of provincial budget capital in the second quarter and the last months of the year.
A typical example is the project to renovate and upgrade DT327, the section from the Provincial Gate intersection to the main road of Dong Trieu City Center, which is facing many difficulties in site clearance, so the implementation of construction and capital disbursement have not been as expected. Currently, the project site has only been handed over 2.6ha/35ha. These areas are the current traffic land managed by wards and communes of Dong Trieu City; the remaining land area is the land area of the hill where soil is exploited, the location of excess materials, and the construction of the overpass over the Yen Vien - Cai Lan railway that has not been cleared, leading to a lack of fill materials, inability to access construction, so the construction cannot be carried out simultaneously.
The road project connecting TL342 to QL279 through the center of Son Duong commune (Ha Long city) also encountered similar difficulties and problems. The implementation of the handover of the project site was not continuous and intermittent, and there was no access road to the construction site. Currently, there are 134 households that have not handed over the site due to disagreement on the compensation plan and some households do not have a compensation plan. Along with that, there are problems in the source of excavated soil materials, because the environmental impact assessment has not been approved, so there are not enough procedures for land handover to complete the application for a mineral exploitation license.
According to the leader of the Provincial Traffic and Rural Construction Project Management Board, because the land plots that households received money for handing over the site were not continuous, intermittent and had problems with assets on the land, it was not possible to organize synchronous construction, and there were difficulties in the plan to access the site. The route mainly passes through the agricultural fields of households and is located deep in the residential area, so the service road serving the project construction encountered many difficulties.
The projects facing difficulties and obstacles mentioned above will be difficult to be implemented synchronously without the determination and drastic intervention of all levels, sectors, investors and local authorities. Following the conclusions of the Standing Committee of the Provincial Party Committee, the Provincial People's Committee is focusing on directing investors to use provincial budget capital and local People's Committees to focus on completing the settlement of completed projects from the previous phase and assigning the Department of Finance and district-level financial agencies to speed up the settlement of completed projects; take strict measures to handle cases where investors do not submit settlements on time as prescribed, and resolutely not transfer violating projects to the 2026-2030 phase.
Along with that, the Department of Finance must regularly inspect, supervise and examine the settlement of completed project investment capital of investors using provincial and local budget capital; publicize the list of contractors and investors violating the settlement time as prescribed, periodically report to the Provincial People's Committee at the regular monthly meeting through the Department of Finance.
The People's Committees of localities take advantage of the "golden" time before the end of operations, promote the sense of responsibility, dedication, devotion, and effort of the staff, especially the role of the leaders in coordinating with related units to implement site clearance of projects, ensuring that projects are implemented synchronously and achieve the highest efficiency. Investors assigned to manage projects also need to resolutely urge contractors to mobilize sufficient machinery, equipment, and human resources to organize construction; resolutely screen and eliminate contractors with weak capacity, ensuring the principle of "no forbidden areas, no exceptions" in implementing the acceleration of the disbursement rate of public investment capital.
