In 2018, Hai Duong University streamlined its organization according to job positions. The task at that time was to arrange a streamlined staff and lecturer structure in conjunction with the scale of training, scientific research... according to the market mechanism. At that time, Mr. Tuan was the Head of the Organization - Synthesis Department, assigned the task of being the main "architect" to advise and streamline the apparatus.

To do his job well, Mr. Tuan has studied in depth the regulations on organization and staff evaluation to give correct and accurate advice. The school has reduced from 43 units to 21 units (8 functional departments, 5 specialized departments and 8 centers), reducing 22 units. The number of management staff has been reduced from 75 to 35 people. Streamlining the payroll and rearranging the affiliated units has contributed to improving the school's operational efficiency, especially saving regular expenses, reforming salary policies for staff, civil servants and employees.

By 2023, Hai Duong College was merged into Hai Duong University. Although he had experience in restructuring the apparatus from the previous time, the actual restructuring of the two schools encountered more difficulties when the school's staff and lecturers had major changes. Implementing the job position project, he and the Organization and Synthesis Department consulted on building a streamlined management and operation apparatus, determining a reasonable staff structure in terms of both quantity and quality. In addition to asking for opinions and policies from the province, the Department of Home Affairs, and the School Council, Mr. Tuan learned from the experiences of many units and universities to effectively restructure the apparatus.

“Indeed, when implementing the merger, the psychology of cadres, lecturers and employees is more or less disturbed. To do this well, in addition to being proactive in organizing, propagating, directly meeting and exchanging with cadres, lecturers and employees in general, especially in units, it is necessary to arrange for them to understand, create consensus and solidarity within the agency to be able to successfully implement it,” Mr. Tuan added.

As a result, Hai Duong University after the reorganization has 24 affiliated units, a reduction of 17 units. Currently, the university has 8 functional departments, 11 faculties, 2 centers and maintains the practice centers. After the merger, with 13 years of experience in organizational work, Mr. Tuan was appointed Head of the Organization - Synthesis Department.

Currently, Mr. Tuan is a university lecturer of law courses for university students such as economic law, general law, labor law, administrative law...

Identifying innovation in the content and methods of teaching law as a breakthrough to improve the quality of teaching law, Mr. Tuan focuses on researching, editing, and supplementing the law teaching program for each group of students. He researches innovation in the form of testing and evaluating the results of teaching law appropriately, so that the law is no longer boring to students.

In addition to performing professional duties, Mr. Tuan also actively writes and applies innovative experiences.

From 2018 to present, Mr. Tuan has had 5 scientific research topics recognized and effectively applied. Some scientific topics have high practicality such as supplementing the provisions of the Enterprise Law; perfecting the organization and operation regulations of Hai Duong University in the current period; streamlining the organizational structure according to job positions at Hai Duong University... Mr. Tuan is also the editor of many scientific research topics and participates in writing textbooks on Economic Law, Labor Law on wages in enterprises...

As a Party Committee member and Secretary of the Organization and Synthesis Party Cell, Mr. Tuan has well implemented the Party's policies and guidelines, led the Party Cell to deploy and effectively implement Party Committee and Party Cell resolutions. The Party Cell has done a good job of developing the Party, regularly organizing and effectively implementing the study and following of Ho Chi Minh's ideology, morality and lifestyle.

With his long list of achievements, Mr. Tuan has been awarded many certificates of merit. Recently, Mr. Tuan is a party member who has successfully completed his tasks for 5 consecutive years (2020 - 2024), and was awarded a certificate of merit by the Standing Committee of the Hai Duong Provincial Party Committee.
