Increase the rate of trained workers

At the time after the province was re-established (1992), the province's labor force was mainly unskilled labor, the rate of trained labor was only 14.5%. By 2020, the rate of trained labor increased to 65% and by 2023, it increased to 69.5%. However, these numbers still cannot keep up with the demand for quantity, structure, education level, and vocational skills of the cause of industrialization, modernization and international economic integration.

Observations of job fairs organized by the Provincial Employment Service Center in recent years show that the current labor market still lacks technical experts, good managers, skilled workers, and highly skilled workers; the rate of trained workers working in enterprises is not commensurate with the actual potential. This leads to the situation where many enterprises are lacking workers but cannot recruit enough.

From a unit facing many difficulties due to lack of orders, with many workers subject to layoffs in 2022, but since mid-2023, MCNEX VINA Co., Ltd. (Phuc Son Industrial Park, Ninh Binh City) has strongly recovered. The company has a need to recruit a large number of workers to compensate for the shortage of workers, while meeting the needs of expanding production and business. In the job fair organized by the Provincial Employment Service Center at the end of 2023, in addition to hundreds of recruitment targets for general workers, MCNEX VINA Co., Ltd. has a need for dozens of recruitment targets for high-quality workers such as: Korean interpreters, programmers, machine tool designers, circuit designers, etc. However, according to the company representative, recruiting high-quality workers has never been easy.

As a locality with a strong industrial development in the recent past, Gia Vien district currently has about 16 thousand workers working in local enterprises. However, the number of trained workers only accounts for about 30-38%. In recent years, in the annual goal of creating jobs for workers, the district has set an additional goal of increasing the number of trained workers who can take on important positions in enterprises.

Ms. Dinh Thuy Hang, Head of the District Department of Labor, War Invalids and Social Affairs, affirmed: When technology develops rapidly, it has created pressure on workers in many aspects, especially when machines gradually replace human labor. This poses a problem for functional sectors and vocational schools in changing and improving the quality of training so that workers are not left out in this fiercely competitive "game".

Particularly for Gia Vien district, in the period of 2021-2025, the district assigned the Department of Labor, War Invalids and Social Affairs to coordinate with units and functional departments to improve the quality of vocational training, gradually create a high-quality labor force, increase the rate of workers who can take on key positions and jobs in enterprises instead of just being ordinary workers as at present.

In terms of the "channel" of the Provincial Employment Service Center alone, each year, businesses register to recruit tens of thousands of workers through the job exchange; of which the proportion of trained workers is increasing, accounting for 35-40%. In fact, the demand of businesses is much higher. In order to train quality labor resources to serve the socio-economic development of the province, entering the 2021-2025 period, the Department of Labor, War Invalids and Social Affairs is actively implementing many solutions to achieve the goal of improving the quality of human resources, increasing the proportion of trained workers to 70%-72% by 2025, contributing to the shift in labor structure, meeting the requirements of economic development, poverty reduction, ensuring social security, bringing Ninh Binh to rapid and sustainable development.

Businesses play an important role

Not only relying on vocational training institutions, in recent years, businesses have also proactively and actively implemented many solutions to improve the quality of the workforce. In fact, the active participation of businesses has contributed significantly to improving the quality of human resources. Accordingly, workers with high professional qualifications and solid skills are always attracted by businesses with attractive incentives such as: salary, support for accommodation, transportation, etc.

In particular, to have a workforce that meets their needs, businesses have also proactively coordinated and joined hands with vocational training institutions to cooperate in training and retraining so that workers have the conditions to improve their skills and better meet job requirements. Through this training cooperation, businesses will also contribute to the completion of the school's teaching curriculum. Thus, after graduating and being accepted into businesses, students can immediately start working without the need for businesses to provide additional training or retraining...

Along with that, the arousal and promotion of creativity of each employee has been given special attention by enterprises in recent times through launching emulation movements. From those exciting emulation movements, it has created motivation for employees to research and create initiatives that bring billions of dong in benefits to enterprises, contributing to supporting enterprises to break through and rise up.

According to the representative of Nam&Co London Garment Company Limited (Dong Huong Industrial Park, Kim Son District): In the context of deep integration, enterprises must apply many new technologies to improve product quality and increase brand competitiveness. Recruiting suitable workers for job positions is not easy, because even for trained workers, there is still a gap between theory and practice.

In order to proactively develop a labor source that meets the needs, in recent times, the Company has actively organized for employees to study to improve their qualifications, learn a trade, retrain their trade, regularly organize competitions "Skill training, skilled worker competition", "Skilled worker, creative worker with productivity, quality, safety and efficiency"; compete to apply initiatives, technical improvements in production... attracting a large number of employees to participate. From the emulation movements, it has created motivation for employees to promote their capacity and strengths, contributing to achieving maximum efficiency in work. If in the past, to complete 1,000 products, the Company needed a time fund of 10 production days, but now, the time is shortened to 7-8 days.

Mr. Dinh The Hung, Chairman of the Provincial Industrial Parks Trade Union, affirmed: Reality shows that implementing emulation movements well is the driving force and opportunity for each unit and enterprise to make breakthroughs in production and business activities. In recent years, grassroots trade unions have actively coordinated with business owners to launch emulation movements such as: "Promoting initiatives, improving techniques, rationalizing production, applying scientific and technical advances, new technologies in production"; "Practicing thrift, reducing management costs, setting standards for consumption of raw materials, fuels, and energy to improve productivity, quality, and efficiency in the use of machinery and equipment, creating many high-quality products that are competitive enough when participating in regional and international integration"; "Creative labor, higher productivity, higher quality, higher income"... have aroused the creativity and dedication of workers. These initiatives have helped businesses increase revenue and profits, fulfill their obligations and responsibilities to the State, and improve the income and living standards of workers.
