Improving the effectiveness of state management of land

On the morning of June 26, Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired a conference in person combined with an online conference to review the implementation of Resolution 18-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate and perfect institutions and policies, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a high-income developed country; evaluating 1 year of implementing the 2024 Land Law and amending and supplementing the 2024 Land Law. Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee attended the conference at the Thai Binh bridge.

After 3 years of implementing Resolution No. 18-NQ/TW, land resources have been exploited and used more effectively for socio -economic development, ensuring national defense, security and environmental protection; contributing to solving social problems, creating more equality among land users; initially overcoming the situation of arbitrary and widespread land allocation and leasing. The settlement of residential land and production land for ethnic minorities has received attention. The interests of stakeholders in compensation, support, resettlement, land recovery, as well as the lives and livelihoods of people whose land is recovered have been better cared for and guaranteed. The rights and obligations of organizations, households and individuals using land have been guaranteed and promoted, especially in the use of agricultural land. Preferential tax policies have contributed significantly to attracting investment, especially in remote areas, areas with difficult socio-economic conditions. Land policy on social housing has achieved some important results. Land price framework and land price table are built according to regulations, taking into account common land prices on the market.

The implementation of the 2024 Land Law has brought about many positive impacts, creating a clearer legal basis, minimizing overlaps and inadequacies in land management; resolving and removing difficulties and obstacles in practice and requirements of the development process; increasing the efficiency of land resource use and management; better protecting people's rights; enhancing responsibility, transparency in land access, minimizing corruption and negativity; administrative procedure reform has been promoted and strengthened, reducing procedures, intermediaries, reducing costs... thereby helping to increase people's and investors' trust in the state's land management system.

At the conference, representatives of leaders of ministries, branches and localities discussed, pointed out shortcomings and limitations and proposed solutions to better implement Resolution No. 18-NQ/TW and the 2024 Land Law.

In his concluding remarks, Deputy Prime Minister Tran Hong Ha highly appreciated the efforts of ministries, branches and localities in implementing Resolution No. 18-NQ/TW and the 2024 Land Law; at the same time, he emphasized that land management and use must be placed in the overall sustainable, equitable and effective socio-economic development, ensuring the harmony of interests of the State, people and businesses. He requested relevant ministries and branches to continue reviewing legal documents guiding the implementation of the 2024 Land Law, ensuring consistency, uniformity, ease of understanding, ease of application and high feasibility. Provinces and cities should strengthen the dissemination of land policies and laws, focusing on disadvantaged areas and remote areas; promptly perfect the organization of the State land management apparatus to be streamlined, effective, efficient, synchronous and unified. Localities focus on resolving urgent issues related to land management and use, especially those related to site clearance to serve investment in the construction of major projects of the Central and the province. Strengthen training and fostering to improve the capacity and qualifications of officials and civil servants in the land management sector; upgrade facilities and equipment to meet modern management requirements. Advise on allocating investment resources for basic investigation and assessment of land resources; land statistics and inventories; land use monitoring; protection, improvement and restoration of land quality to strictly manage the quantity and quality of land, as a basis for effective and sustainable land use.
