The project is implemented by the Southern Working Committee of the Vietnam Fatherland Front Central Committee.
Summarizing the research results of the project, MSc. Pham Thanh Tuyen, Project Manager, said that the Southwest region currently has 13 provinces and cities (including: Can Tho, An Giang, Kien Giang, Ca Mau, Bac Lieu, Soc Trang, Dong Thap, Vinh Long, Ben Tre, Tien Giang, Long An, Tra Vinh, Hau Giang).
The region accounts for 13% of the country's area but has nearly 18% of the country's population. The requirement is to have a team of qualified cadres specializing in Fatherland Front work, promoting their role and position in Party and government building; contributing to socio-economic development and caring for people's lives.
However, the reality of the past time shows that the human resources for carrying out the work of the specialized Front, as well as the team doing the work of monitoring and social criticism in the provinces of the Southwest region still have many limitations, and have not gathered and fully utilized resources for this work. The quantity and quality of the Front staff in general and in the provinces and cities of the Southwest region in particular have not met the requirements and are not up to the task.
Based on clarifying theoretical and practical issues on the specialized human resources of the Front in the provinces and cities of the Southwest, according to Master Pham Thanh Tuyen, the topic recommends 8 groups of solutions such as: Propaganda and education work to raise awareness; Training and fostering work; Innovation in the working style of the specialized cadres of the Front; Regimes and policies for specialized cadres of the Front; Improving the quality of supervision and social criticism to contribute to Party building and government building; Promoting the study and following of Ho Chi Minh's ideology, morality and style in the entire Front system; promoting democracy, promoting the work of preventing and combating corruption; promoting the application of information technology in work to gradually innovate and improve the quality of the specialized human resources of the Front in the provinces and cities of the Southwest.
At the Conference, experts and scientists discussed and contributed critical opinions on the research content of the Project. The majority of opinions assessed that the Project was carefully researched, had profound theoretical and practical significance, ensured scientific quality, analyzed and evaluated data related to the research content, from which many groups of highly feasible solutions were recommended to improve the quality of activities of the human resources team working full-time on the Front in 13 provinces and cities in the Southwest.
Speaking at the Conference, Vice Chairman Nguyen Huu Dung assessed the topic as a meticulous research project, carried out with the spirit of enthusiasm, effort and hard work of the Steering Committee. The content of the topic has practical significance and high applicability to the Fronts of the provinces and cities of the Southwest.
During the research process, the project used many scientific research methods. The Project Management Board developed a survey and interview form and conducted field surveys, organizing elaborate interviews with many different subjects at agencies, organizations, and localities in the Southwest region.
According to Vice Chairman Nguyen Huu Dung, in the context of no scientific work that has systematically, scientifically and comprehensively researched the staff working full-time on the Front in the provinces and cities of the Southwest, the implementation of the topic is very necessary. The success of the research will contribute significantly to improving the quality of human resources working full-time on the Front in the Southwest region today and will have high theoretical and practical significance for the Front's work in the Southwest region.
Vice Chairman Nguyen Huu Dung suggested that the Project Management Board seriously absorb the comments and assessments of the Acceptance Council, especially the critical comments at the Conference to continue to improve the research products. In particular, the Management Board needs to clarify the research subjects appropriately, overcome the spread and duplication to adjust the content and scope of the research to be more logical, rigorous and comprehensive.
In addition, the solutions need to be closer to the characteristics of the practical situation of the provinces in the Southwest region; the recommendations of the topic need to be more specific and sharp because some recommendations are still general, lack feasibility or exceed the authority of the proposed subject.
Through voting, the Acceptance Council recognized the Project as having achieved a good grade. Vice Chairman Nguyen Huu Dung noted that after acceptance, the Management Board and the research team should invest efforts in editing, supplementing, and perfecting it to meet the requirements of a ministerial-level scientific product, from which the product can be applied to the practical work of the Front in the Southwest region.
