According to Circular 001/2025/TT-BNV dated March 17, 2025 of the Ministry of Home Affairs on Internal Rules and Regulations on recruitment, promotion, and consideration of promotion of civil servants and public employees, candidates who arrive late after the start of the test time, test section, or test subject are allowed to take the test in the following cases: no more than 5 minutes for tests with a maximum test time of 30 minutes or no more than 10 minutes for tests with a maximum test time of 60 minutes or more; there is a force majeure event or objective obstacle as prescribed by law that prevents the candidate from being present on time or within the prescribed time.

The Head of the Examination Board, Head of the Interview Board, Head of the Assessment Board shall report to the Chairman of the Council for consideration and decision on whether candidates are allowed to take the exam in specific cases.
