The project will start construction in the second quarter of 2025 and be completed in 2025.

The investor implementing the project is the National Power Transmission Corporation (EVNNPT).

The project passes through the provinces of Lai Chau and Lao Cai. The project has a scale of constructing a new 220kV 2-circuit overhead line, approximately 73.54km long from Than Uyen 220kV substation to Lao Cai 500kV substation;

The project aims to meet the demand for excess capacity transmission due to the growth of power sources in the Lai Chau province hydropower system; create strong links between areas in the power system, increase the ability to operate safely and stably for the national power system; reduce power loss in the transmission grid, and increase the efficiency of electricity production and business of Vietnam Electricity Group (EVN).

The project uses EVNNPT's own capital (accounting for 30% of the total project investment), the rest is commercial loan capital.

The Ministry of Finance is assigned to be responsible for the content of the appraisal report according to the provisions of law. Direct EVN and EVNNPT to organize the implementation and management of project investment to ensure investment efficiency and progress in accordance with the provisions of law.

The Ministry of Industry and Trade is responsible for state management of projects according to its assigned sectors and fields in accordance with legal regulations; directing and guiding EVNNPT in reviewing and completing project documents as well as selecting technology in the project feasibility study report preparation step, ensuring safety, maximizing the role and efficiency of project investment and being consistent with the purpose of transmission in the national power system.

Perform specialized state management functions for projects during the investment implementation and exploitation management process according to the provisions of law.

The Ministry of Construction, according to its functions and tasks, guides EVN and EVNNPT in carrying out project investment procedures; inspects and supervises the project's compliance with construction laws during implementation.

The Ministry of Agriculture and Environment is responsible for the order, procedures, appraisal content, completeness, accuracy, validity of records, documents, data and recommendations to the Prime Minister for consideration and decision on recording the expected scale of forest area that needs to change the purpose of forest use to another purpose to implement the project in Official Dispatch No. 1458/BNN-KL dated February 26, 2025.

Preside over and coordinate with relevant agencies to support and guide the People's Committees of Lai Chau, Lao Cai and Cai provinces in land allocation, land lease, and permission to change land use purposes to implement projects to ensure compliance with planning and land use plans approved by competent authorities according to regulations of the law on land, especially for changing the purpose of using rice-growing land to other purposes to implement projects; carry out procedures to change the purpose of using forests to other purposes to implement projects, procedures to approve temporary forest use plans (if any) to ensure compliance with regulations of the law on forestry.

Support and guide EVNNPT in completing documents and implementing procedures for environmental impact assessment of the project according to regulations of law on environmental protection; comply with regulations on water resource protection according to regulations of law on water resources and minerals (if any) during project implementation.

Inspect and supervise during project implementation to ensure compliance with legal regulations on environmental protection and forestry, especially in converting forest use to other purposes to implement the project.

The Decision also assigns specific tasks to Lai Chau and Lao Cai provinces in strictly managing forest areas, rice fields, and forest land, and only converting forest use purposes to other purposes to implement the project when fully meeting the prescribed conditions.

Closely support EVNNPT in approving compensation, support and resettlement plans to ensure early handover of project implementation sites, meeting project implementation progress in accordance with the Prime Minister's instructions.

Vietnam Electricity Group and National Power Transmission Corporation are responsible before the law for the honesty and accuracy of information, data and content in the project dossier; responsible for mobilizing sufficient registered capital according to schedule to ensure the feasibility of the project.

Responsible for project investment efficiency, efficiency in use, preservation and development of state capital in accordance with the law. Research and fully absorb appraisal opinions of relevant agencies during the investment and project implementation process.

Closely coordinate with the People's Committees of Lai Chau and Lao Cai provinces to organize, implement and manage the project in accordance with the provisions of law on investment, construction, land and related laws.
