Customs officers at Nghi Son Port actually seal import and export goods.

Implementing the policy of streamlining the organizational structure according to Resolution No. 18-NQ/TW, the Customs Branch of Region X was established, on the basis of inheriting the functions and tasks of the Thanh Hoa Provincial Customs Department and the Ninh Binh Customs Branch, headquartered in Thanh Hoa City. Accordingly, the branch has the function of State management, organizing the enforcement of customs laws and relevant legal regulations in Thanh Hoa and Ninh Binh provinces. After the merger, the branch has 6 departments, teams and equivalent units, 4 border customs units with a total of 136 civil servants and 37 labor contracts. The merger process took place smoothly, on schedule, and the staff, civil servants and employees are assured of their work.

However, when operating under the new model, the management and supervision areas of some units under the department are relatively large, the industrial zones and clusters are located far apart with many types of warehouses, yards, ports... While the staffing and resources are limited, it has caused certain difficulties in the work of arranging human resources, implementing plans to carry out tasks of controlling, combating smuggling, and supervising and managing customs. In addition, the global economy is facing unpredictable developments, many difficulties, affecting the production and business activities of import-export enterprises...

Mr. Le Xuan Cuong, Deputy Head of the Customs Branch of Region X, said: Closely following the functions, tasks, powers and organizational structure, the Party Committee and leaders of the branch have directed the subordinate units to synchronously and drastically implement solutions, promote the spirit of the staff, civil servants and employees, promote the role and responsibility of setting an example of the leader, promptly get to work, ensure continuity in State management activities, and enforce customs laws in the area according to the new organizational model. In particular, focusing on solutions to facilitate, remove difficulties and obstacles, and promote import and export activities.

Accordingly, the department has paid attention to encouraging civil servants and employees to stabilize their thinking, feel secure in their work, maintain internal solidarity, and successfully complete assigned political tasks. Promote administrative procedure reform, focusing on promoting the application of information technology to modernize customs, shorten customs clearance time, and save maximum time and costs for businesses. Focus on promptly resolving and handling problems arising during customs procedures for units and businesses. Implement diverse and rich forms and contents of propaganda and mobilization of import-export enterprises to carry out customs procedures in the management area, contributing to supplementing the State budget revenue...

At Nghi Son Port Customs, immediately after starting operations under the new model, the unit has assigned tasks to civil servants and employees in a specific direction, with clear people, clear work, and clear progress. Continue to arrange cadres and civil servants with solid expertise, professional skills, and rich practical experience to directly guide and remove difficulties in handling customs procedures for businesses. Promote the implementation of reform and simplification of administrative procedures in a modern, professional, and transparent direction, creating maximum convenience for the business community while still ensuring strict supervision and management in accordance with the provisions of law.

In addition, Nghi Son Port Customs has assigned officers to regularly patrol and control, focusing on a number of businesses, individuals, key and important goods with suspicious signs. Collect, analyze and evaluate information to identify risks and establish appropriate customs control measures...

With the synchronous implementation of tasks and solutions, after operating under the new model, the Customs Branch of Region X has quickly adapted, without interruption or suspension in the implementation of assigned functions and tasks. According to the unit's report, in April 2025, 598 enterprises registered for customs procedures at the branch with an import-export turnover of nearly 1.5 billion USD. In total, from the beginning of the year until now, the import-export turnover of goods undergoing customs procedures at the branch has reached over 5.8 billion USD. Thereby, it has contributed to increasing the state budget revenue of the branch to over 6.1 trillion VND, reaching 28.4% of the assigned target. Of this, the revenue from value added tax from imported crude oil of Nghi Son Refinery and Petrochemical Company Limited accounts for the majority, reaching over 4.7 trillion VND.

Deputy Head of the Customs Branch of Region X, Le Xuan Cuong, added: Along with positive results in revenue, the branch has continued to do well in management, preventing tax losses; collecting, processing information and managing risks; fighting smuggling, trade fraud and preventing and combating drugs... In the coming time, the unit will continue to strengthen the implementation of solutions to facilitate import and export activities to the maximum extent, calling on import and export enterprises to carry out customs procedures at the unit, contributing to improving and enhancing the attractiveness of the investment and business environment and the competitiveness of the customs management area.
