At the conference, Provincial Party Secretary Chau Van Lam praised the achievements of the Party Committee, government and people of Ham Yen district in the cause of building new rural areas. The rural face of Ham Yen district is changing every day, the infrastructure system is invested in a synchronous manner, and people's living standards are improved. Localities in the district are very methodical and have many creative ways of doing things, good models and typical examples that need to be spread.

To ensure sustainable and effective new rural construction, the Provincial Party Secretary suggested that the district clearly define the role of Party committees, authorities, and political organizations, and at the same time further enhance propaganda work on the purpose and significance of the national target program on new rural construction in the community to create high consensus.

On that basis, the district also needs to further promote the spirit of autonomy of the people, the subjects of new rural construction and enterprises in the area to contribute to building sustainable new rural areas... The Provincial Party Secretary emphasized that the district needs to focus on preserving and conserving the cultural identity of ethnic communities and regions, ensuring the landscape and space in the area are bright, green, clean, beautiful and safe...

According to the report of Ham Yen District People's Committee, by the end of 2023, the district had 14/17 communes meeting 19/19 criteria for building new rural areas, of which 2 communes Binh Xa and Duc Ninh met the criteria for advanced new rural areas; the remaining 3 communes including Yen Thuan, Yen Lam, Bang Coc strive to complete building new rural areas in 2024.

Regarding the new rural district, the district has basically achieved 5/9 criteria, including: Planning; irrigation and disaster prevention and control; electricity; economy; political system - security and order - public administration; commodity production, increasing income, the poverty rate in the area has decreased quite rapidly. In 2021, the poverty rate of the whole district was 24.1%, by the end of 2023 it decreased to 10.3%. Infrastructure works have been invested in and built in a synchronous direction; the district has supported the elimination of temporary and dilapidated houses for 1,506 households. There are 4 criteria that have not been achieved, including: Traffic; health - culture - education; environment; quality of living environment.

In addition to the achieved results, the construction of new rural areas in Ham Yen district still has shortcomings and limitations. In particular, some communes have met the new rural standards for the 2016-2020 period, but have not yet completed the new rural criteria for the 2021-2025 period; the construction progress of some projects has not met the requirements; agricultural and forestry production is unclear; employment and income of people in some communes are not stable and sustainable... The reason is that the requirements of the new rural criteria for the 2021-2025 period are too high compared to the local level, typically the criteria for poor households, environment...

Ham Yen district is strengthening leadership, direction and management while focusing resources to complete and improve the quality of NTM and advanced NTM criteria... striving by 2025, 17/17 communes of the district will meet 19/19 criteria for NTM construction; at least 2 communes will meet advanced NTM standards; Tan Yen town will meet civilized urban standards and the district will complete 9/9 NTM criteria.

During the discussion, delegates reported on the content, assigned tasks, implementation progress, and proposed solutions to remove difficulties and soon complete the targets and criteria for building new rural areas in localities and districts.

Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that the four criteria that the district has not met include: Transportation; health - culture - education; environment; quality of living environment are difficult criteria, but not impossible to achieve. To complete these criteria, Ham Yen district needs to further promote initiative and creativity in the implementation process.

For projects that are included in the criteria of health, culture, education, etc., the Provincial People's Committee has also met all the proposals and recommendations of the units and investors with projects. Therefore, investors need to speed up the construction progress, ensuring the completion of the criteria for building a new rural district as soon as possible. The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development - the Standing Agency of the Provincial Steering Committee for New Rural Construction to accompany and support the district, complete the documents, and appraise to recognize the standard for the communes that have met the 19 criteria and the documents to propose the Central Government to recognize the standard for the district according to the set roadmap.

Concluding the conference, Comrade Chau Van Lam, Secretary of the Provincial Party Committee, emphasized that at this time, Ham Yen district must carry out many important tasks. In addition to implementing the project to build Ham Yen district to meet NTM standards, the district must focus on clearing the land for the Tuyen Quang - Ha Giang expressway.

Therefore, to achieve the goal of the district meeting the new rural standards by 2025, he requested the Party Committee of the Provincial People's Committee, Ham Yen district, relevant agencies, units and localities to resolutely and effectively implement solutions to speed up progress, especially the construction of infrastructure works meeting the criteria for the district meeting the new rural standards; assign specific tasks to the leaders of the Provincial People's Committee to directly direct and be in charge of implementing the Project; urgently implement the recognition of communes meeting the new rural standards under the 2022 and 2023 plans in the whole province and Ham Yen district; establish a working group to inspect, urge, remove difficulties and obstacles, speed up the progress of the implementation of the Project; promptly allocate provincial budget capital to support the district with new rural works under the 2022 and 2023 plans in the district; The Provincial Fatherland Front Committee presides over and coordinates with relevant agencies to allocate funds to support the elimination of temporary and dilapidated houses for new rural communes in 2024 in Ham Yen district.

Party committees at all levels, authorities, and socio-political organizations in the district focus on leading and mobilizing the entire political system and people to synchronously and comprehensively implement solutions to accelerate the progress of building new rural areas.
