Issues of concern
Determined to work with the whole province to complete the goal of eliminating temporary houses, in March 2025, the Provincial Front established two monitoring delegations to inspect and work with the mountainous districts of Nam Tra My, Bac Tra My and the plain districts of Duy Xuyen and Phu Ninh on the work of eliminating temporary houses.
According to monitoring results, after 2 years of implementation, Nam Tra My district has completed 1,040/1,733 houses (reaching 60.01%), Bac Tra My district has completed 963/1,443 houses (reaching 66.7%), Duy Xuyen district has completed 119/151 houses (reaching 79%), and Phu Ninh district has completed 175/198 houses (reaching 88.3%).
Besides the achieved results, the work of eliminating temporary and dilapidated houses in localities still has issues of concern, which need to be objectively assessed to find solutions.
The work of reviewing, checking, reporting, approving lists, and synthesizing data often fluctuates, making it difficult to estimate resources for implementation or to miss out on targets. Disbursement and implementation results at the local level are still slow, leading to a large backlog of funding at the district level.

Notably, the implementation of housing construction in mountainous areas is facing difficulties due to terrain, weather conditions, high labor and material costs, and households do not have enough conditions to cover the costs. Regarding this content, at the working session with the monitoring delegation of the Provincial Front, Secretary of Nam Tra My District Party Committee - Le Thanh Hung said that currently, people cannot take advantage of wood from the forest to build houses like before, while many households do not agree with the plan to use metal materials for house frames.
In addition, some houses located in the planning area for the project are not allowed to be built and are now degraded and severely damaged, but there is no policy for survey and implementation. The number of houses supported for repair according to Decision No. 22 (dated April 26, 2013) of the Prime Minister has now degraded but is not supported according to the provisions of Resolution No. 13 of the Provincial People's Council.
The monitored localities have disbursed more than 50% of the allocated funding but have not yet completed the settlement records of budget and mobilized resources according to regulations.
Do not be passive, interrupted
Through monitoring, the Provincial Front has recommended many contents related to the Government, the Provincial Steering Committee, the Provincial People's Committee and localities.
The Provincial Front proposes that the Government soon provide sufficient counterpart funds from national target programs and housing support programs under Decision No. 21 to ensure funding for beneficiaries to build and repair houses according to regulations.
Regarding this content, at the recent conference to review Directive No. 25 of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Van Dung assigned the Department of Finance to advise the Provincial People's Committee to temporarily use reserve funds, salary reform funds, etc. to allocate to localities while waiting for central capital. Accordingly, before April 10, 2025, capital sources must be ensured for localities to implement.
For the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses, the Provincial Front proposed to step up propaganda and mobilization work to attract more resources from society; organize mass mobilization activities to support human resources to eliminate temporary houses; and strengthen the Party's leadership in the work of eliminating temporary houses.
The Provincial Front said that the number of temporary and dilapidated houses that need to be removed is still large, with more than 6,000 households (including more than 1,500 policy households and meritorious people). Therefore, the Provincial Steering Committee needs to direct the district and commune Party Committees to be more drastic and focused on the work of eliminating temporary and dilapidated houses.
The commune level must proactively implement immediately for households in the area whose list has been approved; not to be passive after there is no longer a district-level organization, in accordance with the spirit of the conclusion at the conference to review the implementation of Directive No. 25, dated March 31, 2022 of the Provincial Party Standing Committee.
Meanwhile, the Provincial People's Committee needs to soon issue regulations on lending from capital entrusted through the Provincial Social Policy Bank; soon provide guidance for households in the planning area who cannot build houses. Direct the Department of Agriculture and Environment and the Department of Finance to review the number of houses and actual funding needs to be allocated, to avoid duplication, excess or shortage of resources as at present...
This content must be completely implemented before April 30, 2025, while ensuring that the number of additional adjustments does not exceed the total number of newly built and repaired houses approved in each district-level area.
For cases where there is no consensus on renewal or repair after many campaigns due to circumstances or land issues that have not been implemented, it is recommended that the Provincial People's Committee direct the removal from the approved list and allow the locality to continue reviewing and supplementing other eligible cases (if any).

The Steering Committee for Eliminating Temporary and Dilapidated Houses at the district level needs to continue to strengthen propaganda and mobilization activities for agencies, organizations, units, and localities that have not contributed funding in 2023 and 2024. In particular, increase the disbursement of central and provincial budget funds and funds allocated by the Provincial Mobilization Committee; develop a plan and roadmap to complete the elimination of temporary houses for approved subjects by the end of October 2025.
Urgently refund the remaining budget
Regarding the remaining central budget and provincial budget allocated before the third quarter of 2024 and the provincial mobilization fund that has now run out of support beneficiaries according to regulations, the Provincial Front requests that localities urgently complete procedures to return the central budget, provincial budget, and social mobilization funds according to regulations. In case of need for additional funds, a written request must be submitted for re-arrangement.
