Quang Ninh Provincial People's Committee has just issued Decision No. 545/QD-UBND on recognizing the results of the auction of land use rights in the form of land lease with annual payment to implement the Km 20+062.80 rest stop project of the Ha Long - Van Don expressway project in Thong Nhat commune, Ha Long city.

Accordingly, the winning bidder is 42 Kim Lien Joint Stock Company with a winning bid price of over 2.1 billion VND/year. The winning bid price will be kept stable for 10 years. The land use term is 50 years from the date of the decision recognizing the auction results of land use rights.

Previously, the People's Committee of Ha Long City organized an auction for the right to use the above land lot with a starting price of VND 1,109,241,991/year. The starting price is stable for 10 years (according to the provisions of Clause 1, Article 3 of Decree No. 135/2016/ND-CP dated September 9, 2016 of the Government).

The project area is 65,678 m2, of which 5,566 m2 will be used for parking; 7,206 m2 for construction works; 23,271 m2 for landscape trees; the area of ​​concrete yard and internal roads is 29,635 m2.

The land use term is 50 years, calculated from the date of the decision to recognize the auction results of the right to use the above land.

Quang Ninh expressway system promotes regional connectivity.

Currently, there is still a high voltage power line running through this land. According to the decision, the People's Committee of Quang Ninh province requested the People's Committee of Ha Long city to be responsible for handling and moving the 35 KV power line within the boundary of the land that won the auction for land use rights.

The winning bidder, 42 Kim Lien Joint Stock Company, must complete environmental, investment, and construction procedures in accordance with legal regulations and put the rest stop project into operation within 12 months from the date of land allocation.

Since Quang Ninh province inaugurated and put into use the third expressway, Van Don - Mong Cai expressway on September 1, 2022, there has been no rest stop on this 176 km long expressway. Therefore, it is necessary to soon build a rest stop on the expressway.

According to the plan, there will be 2 rest stops and 1 bus stop - providing services for repair, maintenance, handling of vehicle situations... on this highway axis. These stations will be designed to be modern, classy, ​​and meet European standards. In particular, the rest stop is located at Km 20+00, Thong Nhat commune, Ha Long city, with a scale of 65.6 hectares. The second station is planned at Km 80+00, Dai Xuyen commune, Van Don district, planned to be built on an area of ​​14.2 hectares, near Van Don airport, possessing a unique natural landscape, which can be combined with other functions.
