Conclusion No. 185-KL/TW: Strengthening leadership and direction in organizing party congresses at all levels

Conclusion No. 185-KL/TW stated: At the meeting on August 22, 2025, after listening to Report No. 447-BC/BTCTW dated August 21, 2025 of the Central Organizing Committee on the situation and results of the congresses of grassroots party committees and directly superior party organizations for the 2025-2030 term and Report No. 436-BC/VPTW dated August 21, 2025 of the Central Party Office on some results of the Politburo 's working sessions to give opinions on the draft documents and personnel plans for the congresses of party committees directly under the Central Committee for the 2025-2030 term, the Politburo and the Secretariat concluded as follows:

The Politburo and the Secretariat basically agreed with the Report of the Central Organizing Committee on the situation and results of the congresses of grassroots party committees and directly superior party committees for the 2025-2030 term; the Report of the Central Party Office on some results of the Politburo's working sessions to give opinions on the draft documents and personnel plans for the congresses of party committees directly under the Central Committee for the 2025-2030 term.

The Politburo and the Secretariat requested Party committees and organizations at all levels to continue to thoroughly grasp and seriously implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on organizing Party congresses at all levels for the 2025-2030 term and the Central Committee's instructions on preparing for the 14th National Party Congress. Provincial, municipal, and Central Party Committees focus on leading and directing 6 tasks, including:

Organize party congresses at all levels to ensure progress (party congresses at directly superior levels of grassroots party organizations, party committees at communes, wards, and special zones to complete in August 2025; party committees directly under the Central Committee to complete in October 2025); develop congress documents and action programs to ensure quality, closely follow and concretize the Central Committee's instructions into specific goals, targets, tasks, and solutions, suitable to the characteristics of the situation at each level and each locality; organize quality contributions of opinions, focus on discussing draft documents of party congresses at one's own level, directly superior levels, and the 14th National Congress of the Party;

Review the organization of the congress to ensure thrift, anti-waste, no ostentation or formality;

Thoroughly overcome the shortcomings and limitations pointed out;

Urgently complete and appoint Party Committee Secretaries (where there are vacancies), assign Party Committee members; complete and issue documents, develop working regulations, and action programs to implement the congress resolution in August 2025, ensuring timely concretization and implementation of the resolution right from the beginning of the term;

Develop plans, organize training and professional development for the team of Party committee members and Party inspection committee members in September 2025;

Based on the situation of the team of cadres, civil servants and public employees at the commune level, proactively mobilize, arrange and assign cadres, civil servants and public employees at the commune level to meet the requirements and tasks in the new situation.

The Subcommittees preparing for the 14th Party Congress reviewed and accelerated the implementation of preparatory tasks to serve the good organization of the 14th Party Congress. In the immediate future, they focused on preparing the contents to be presented to the 13th Central Conference according to the proposed program.

The Politburo and the Secretariat assigned the Ho Chi Minh National Academy of Politics to preside over and coordinate with the Central Organizing Committee to complete the training program and foster professional skills in Party building, government, and the Fatherland Front for cadres and civil servants, especially key cadres of Party committees at all levels; urgently organize and implement according to plan.

The Central Inspection Commission coordinates with the Standing Committees of Provincial Party Committees, Municipal Party Committees, and Party Committees directly under the Central Committee to lead and direct inspection committees at all levels to supervise the organization of the Congress, develop resolutions and action programs for the Congress, and strengthen Party Committees.

The Politburo and the Secretariat assigned the Party Central Committee Office to preside over and coordinate with the Central Organizing Committee and relevant agencies to regularly summarize the situation and progress of Party congresses at all levels and preparations for the 14th National Party Congress, and periodically report to the Politburo and the Secretariat.
