After more than 1 month of operation, the Public Administration Service Center (PVHCC) of Lien Son commune has clearly demonstrated the spirit of innovation, taking service efficiency as a measure, focusing on innovating working methods and styles, being open and friendly, improving the quality of handling administrative procedures, creating satisfaction for organizations and citizens... marking a major shift from administrative management thinking to service thinking. Processing time is faster, paperwork is more streamlined, people are very satisfied with that positive change.

After implementing the 2-level local government model since July 1, Lien Son Commune Public Service Center has received and processed administrative procedures for people quickly, publicly and transparently. The Public Service Center is deployed in a modern, synchronous and friendly direction for people.

After more than a month, the Center's activities have brought about clear signs of change, such as: With the goal of improving the quality of service for people, organizations and businesses in resolving administrative procedures quickly, publicly, transparently and conveniently. Overcoming initial difficulties in facilities and network infrastructure, the Commune Public Service Center has closely followed the guiding documents of the Provincial People's Committee and publicly posted all administrative procedures under its authority and areas of resolution.

The areas of reception and resolution at the Center include justice - civil status; culture - society; finance - agriculture - construction - environment; online public services at levels 3 and 4.

Currently, Lien Son Commune Public Service Center has 7 staff members. The procedures at the Commune Public Service Center are implemented according to the "one-stop electronic connection" model, with 5 standardized steps: reception, guidance; preparation of documents; reception; transfer to specialized agencies for processing and return of results on time. The entire process is closely monitored, the status of document processing is regularly updated on the public administration software system. Thanks to this openness, transparency and convenience, people feel satisfied when coming to do procedures.

Ms. Nguyen Thi Nhan in Hop Phong hamlet shared: “Since the two-level local government model was put into operation, we have regularly heard propaganda on the hamlet loudspeaker system about the location of the commune PVHCC center and the promotion of the use of online public services on the network environment. When I came to do the procedure to confirm my marital status, I was instructed to submit my application online very quickly. I see that the new government has many positive changes, people are served wholeheartedly, and officials and civil servants are enthusiastic and friendly.”

Civil servant Nguyen Thi Nhi, in charge of the judicial and civil status sector, said: Every day I receive 40-50 applications in the sector, mainly certifying copies of original documents and certifying fingerprint signatures. After receiving the application and guiding citizens, submit the application on the national public service portal.

The workload is quite large, combined with the fact that the software system is often buggy, slow, and many people are not used to using online public services, still needing staff to support many steps, leading to overload at certain times and wasting a lot of time, making the initial period quite stressful. Up to now, the system has been basically synchronized, smooth, ensuring quick service for people, following the right procedures, and quickly.

After more than a month of operation, as of August 11, the Lien Son Commune Public Service Center has received 1,095 records, 100% of which are online, and has processed nearly 90%, of which 100% of records have been processed before and on time, with no overdue records; the remaining are in the process of processing.

This shows the initial effectiveness of the commune-level public administration model, demonstrating the sense of responsibility and initiative of the staff, and affirming the suitability of the "interconnected electronic one-stop shop" model in serving people quickly, transparently and accurately.

Comrade Ta Dinh Thanh, Vice Chairman of the People's Committee, Director of the Public Service Center of Lien Son Commune, said: The Public Service Center at the commune level plays an important role in implementing the two-level local government. This is the department closest to the people, directly receiving, guiding and resolving administrative procedures for the people.

To standardize the process of handling administrative procedures and ensure smooth operation of public services, the commune has invested synchronously in the online network system and LAN. The staff and civil servants of the commune Public Service Center have been trained in new contents and procedures for handling administrative procedures, especially regulations on handling administrative procedures without administrative boundaries according to Decree No. 118/2025 of the Government .

After the merger, the commune has a large area, a large population, and some hamlets are more than 20km away from the commune center. Therefore, in the early stages of implementing the 2-level local government, the commune has arranged additional union members to welcome and guide people in performing administrative procedures on the National Public Service Portal. In the coming time, we will invest in expanding the PVHCC Center headquarters and invest in equipment to serve people and businesses better and better, taking people's satisfaction as a measure of work efficiency./.
