At the conference, General Phan Van Giang requested the agencies to research and advise on the arrangement of provincial military commands and provincial border guards according to the merged provinces, ensuring comprehensiveness, synchronization, and conformity with the national defense policy, people's war, the Fatherland Protection Strategy, and the National Border Protection Strategy.

At the same time, this must ensure unity in building a solid, interconnected defense zone and maintaining stability.

At the conference, based on the results of implementing the resolutions and conclusions of the Politburo, delegates focused on studying, discussing and giving opinions on a number of contents on local military organization after merging provincial-level administrative units, without organizing district-level administrative units.

Continuing to reorganize local military organizations and Border Guards according to the Party and State's policies, ensuring "streamlining - compactness - strength" effectiveness and efficiency, reducing intermediary connections, is truly the core in building and implementing the national defense policy, people's war and firmly protecting national sovereignty and border security.

General Phan Van Giang emphasized that thoroughly grasping the direction of General Secretary To Lam, Secretary of the Central Military Commission, in the coming time, the Standing Committee of the Central Military Commission and the Ministry of National Defense will continue to study and complete the project to rearrange the local military organization and the Border Guard in accordance with the viewpoint and policy of all-people national defense and people's war.

Along with that, building a local military organization, the Provincial Border Guard is truly revolutionary, disciplined, elite, modern, with a reasonable organizational structure, suitable to the requirements of the task of protecting the Fatherland in the new situation.

Previously, on April 2, at the meeting of the Central Military Commission, General Secretary To Lam pointed out that the arrangement principle is according to the general policy of the Party and State; arranging the provincial military commands and provincial border guards according to the merged provinces.

Regarding the goal, the General Secretary requested to build a truly revolutionary, disciplined, elite, modern local military organization and the Provincial Border Guard with a reasonable organizational structure, suitable to the requirements of the task of protecting the Fatherland in the new situation; to be the core force in building the all-people national defense posture associated with the people's security posture...

General Secretary To Lam assigned the Central Military Commission Standing Committee to absorb the conclusions of the Central Military Commission and direct the completion of the project to be submitted to the Politburo for consideration and decision. After being approved by the Politburo, a resolution of the Central Military Commission will be drafted to implement the project.

The Central Military Commission Standing Committee directed research agencies to adjust and supplement the art of people's war, defensive zone operations, and training document system to suit the new organization and staffing.

Research agencies propose, amend and supplement the system of legal documents related to the military and defense fields; continue to research the organization of the Military Command of communes and wards to suit the scale of commune-level administrative units, local defense and military tasks, and socio-economic development conditions.
