Realizing the limitations of the socio-economic infrastructure system, not attractive enough, not strong enough to attract economic sectors, organizations, large domestic and foreign enterprises to participate in investment and development. Quang Ninh has gradually transformed its investment and development methods with focus and key points, determining priority for socio-economic infrastructure development as a lever for rapid and sustainable development.
After careful research, in 2014, Quang Ninh announced 7 strategic plans of the province until 2020, with a vision to 2030. From here, the province has clearly defined the development space in the direction of: One center, two multi-dimensional routes and 2 breakthroughs: Van Don Economic Zone and Mong Cai Border Gate Economic Zone. The center of Ha Long City is the political - administrative - economic - cultural center of the province. The East - West corridor is considered the "wings" for Quang Ninh to realize the goal of rapid, strong and sustainable development, becoming a growth pole in the North of Vietnam.
Right in the planning stage, Quang Ninh has clearly defined the development of the province's East-West corridor.
Specifically, the Western corridor is determined from Ha Long City to Dong Trieu Town, towards the Red River Delta and Hanoi Capital. This corridor will develop a chain of green urban - industrial, clean industry, high technology and cultural, historical and spiritual tourism; in which the Quang Yen coastal economic zone is the nucleus, the new growth engine of the Western route and of the province. The Eastern corridor, starting from Ha Long City to Mong Cai City and towards the Northeast Asian market, will develop a chain of ecological urban - service, trade, high-class comprehensive tourism, clean agriculture - high technology and marine economy, taking industrial development to lead agriculture.
Specifically, the western corridor, the localities of Uong Bi, Quang Yen, Dong Trieu, in addition to possessing special cultural, historical and spiritual values, are also bordering other localities in the country, with great advantages for developing services, seaports, logistics, modern urban areas, high technology, etc.
For the Eastern corridor, the focus is on the localities: Cam Pha, Van Don, Mong Cai, which have long had strengths in developing industry, services, and tourism. From this foundation, it is possible to shape the development of these industries at a higher level, such as: High-tech industry; high-class, large-scale island tourism; developing smart urban chains... The remaining localities in the Eastern corridor also have certain advantages to develop high-tech agriculture such as Dam Ha; promoting the cultural identity of ethnic minorities in Hai Ha, Binh Lieu, Ba Che...
