The Ministry of Education and Training has just sent a document to the People's Committees of provinces and centrally-run cities regarding the recruitment and use of preschool and general education teacher quotas.
According to the document, the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to report to the Central Government to supplement 65,980 teaching positions for localities according to Decision No. 72-QD/TW. However, by the end of the first semester of the 2024-2025 school year, the country still has about 60,000 assigned positions that have not been recruited while there is still a shortage of more than 120,000 teachers at all levels of public preschool and general education.
To solve the teacher shortage, the Ministry of Education and Training requested the People's Committees of provinces and centrally-run cities to implement a number of contents.

Firstly , direct units to urgently recruit teachers to ensure sufficient staffing levels assigned by competent authorities (including unused staffing levels and staffing levels added for the 2024-2025 school year). Do not let the organization's reorganization and streamlining affect teacher recruitment.
Second , implement solutions to ensure teacher recruitment sources such as: Widely disseminate information about recruitment needs; Have mechanisms and policies to attract teachers to work in the locality; Order teacher training from training institutions according to local needs; Strengthen training for teachers who are fluent in ethnic minority languages but have not attended training courses or training in teaching in this language...
Third , continue to review and transfer teachers from places with surplus to places with shortage; specifically determine the number and structure of teachers lacking by school year, level, and subject from the 2026-2027 school year to the 2030-2031 school year and report to the Ministry.
Finally, localities need to continue to review and rearrange educational facilities; reduce the number of schools based on the principle of convenience for people and suitability with the actual conditions of the region, area and locality. Develop mechanisms and policies to encourage organizations and individuals to establish non-public educational facilities, participate in the socialization of education to reduce the number of people receiving salaries from the state budget.
