(QNO) - This morning, July 15, in Tam Ky City, a conference was held to review the emulation and reward work in the first 6 months of the year and deploy tasks for the last 6 months of 2023 of the Emulation Cluster of the Department of Home Affairs of the Central Highlands and Central provinces.
In addition to evaluating the results achieved in the first 6 months of the year, leaders of the Department of Home Affairs of localities also exchanged and shared good experiences in organizing and implementing emulation movements and performing assigned political tasks of the industry. Based on practical work, leaders of the Department of Home Affairs of localities also raised difficulties and problems and proposed and recommended that the Ministry of Home Affairs pay attention to providing guidance and solutions to better perform assigned political tasks.
Accordingly, many opinions recommended that the Ministry of Home Affairs provide specific guidance on the implementation of Decree No. 33 dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune, village and residential group levels. Specifically, according to the provisions of the current law, each month, part-time workers at the commune level deduct 9.5% of the basic salary or 26.5% of the basic salary from the allowance to pay social insurance and health insurance?
In addition to the policies stipulated in Decree No. 33, if provinces and cities stipulate additional support for non-professional workers beyond the allocated fund level, do they have to consult with ministries and central agencies as prescribed in Clause 3, Article 21 of Decree No. 163 dated December 21, 2016, or follow the provisions in Clause 5, Article 34 of this Decree No. 33?
In addition, leaders of local Departments of Home Affairs also requested the Ministry of Home Affairs to provide detailed instructions on the application of additional staff due to exceeding the population size regulations for mountainous and highland communes with ethnic minority proportions of more than 30% and additional staff for island administrative units.
Attending and speaking at the conference, Mr. Vu Dang Minh - Chief of Office of the Ministry of Home Affairs, Permanent Vice Chairman of the Emulation and Reward Council of the Ministry of Home Affairs acknowledged the achievements of the Emulation Cluster of the Department of Home Affairs of the Central Highlands and Central provinces in the first 6 months of the year.
According to Mr. Vu Dang Minh, in the coming time, the patriotic emulation movement of the Department of Home Affairs of localities will focus on key tasks such as: advising on the effective implementation of the policy of arranging administrative units at district and commune levels in the period of 2023 - 2025; digital transformation associated with administrative reform; concretizing the documents of the Central Government on building and consolidating grassroots governments and state management work in the area.
Regarding the recommendations raised at the conference, Mr. Minh requested the Department of Home Affairs of Quang Nam - Deputy Head of the Emulation Cluster of the Department of Home Affairs of the Central Highlands provinces to synthesize and complete the document and represent the member units to sign and send it to the Ministry of Home Affairs for comments to receive specific responses.
