On the afternoon of November 5, the Provincial Party Committee's Propaganda Department coordinated with the Department of Information and Communications of Kien Giang province to hold a regular press conference.

The meeting provided information on the contents of complaints and denunciations related to the revocation of 99 construction capacity certificates of organizations.

Mr. Nguyen Ngoc Lan - Deputy Director of the Department of Construction of Kien Giang province said that after the People's Court of Kien Giang province issued judgment No. 38/2023 convicting defendants Le Quyet Tien and Nguyen Hoang Khanh of forging documents of agencies and organizations.

The verdict recommended that the Kien Giang Provincial Department of Construction revoke the capacity certificates issued to the businesses that the two defendants falsified documents when applying for, as requested by the Kien Giang Provincial Police Investigation Agency.

According to Mr. Lan, based on Decision No. 877 dated November 22, 2023 of the High People's Court in Ho Chi Minh City and Official Dispatch No. 1307 dated July 25, 2024 of the Investigation Police Agency - Kien Giang Provincial Police, on September 18, 2024, the Department of Construction issued a decision to revoke 99 certificates of construction activity capacity.

"After the Department of Construction issued the decision to revoke the construction activity capacity certificate, the Department received by post 35 complaints and one denunciation related to the revocation of 99 construction activity capacity certificates," said Mr. Lan.

According to Mr. Lan, all of the above applications do not clearly state the full name, contact address... The Department has directed specialized departments to check and verify.

The Department directly contacted 35 businesses named in this petition. After contacting them, 28 organizations responded and confirmed that they did not send the petition, the rest could not be contacted.

Up to this point, 35/99 construction capacity certificates of organizations have been submitted to the Department of Construction and 10 enterprises have not been able to send the revocation decision (due to the company being dissolved, phone calls being unreachable, address changes, company closing frequently, etc. with return labels from the post office).

Mr. Lan said that the Department of Construction's revocation of the certificate of construction capacity is in accordance with the Government's regulations. Up to this point, no organization or individual has submitted a complaint about the decision to revoke the certificate of construction capacity issued by the Department.

In June 2023, the People's Court of Kien Giang province sentenced Le Quyet Tien (34 years old), former civil servant of the Construction Management Department of Kien Giang Province Department of Construction, to 2 years in prison; Nguyen Hoang Khanh (40 years old), former specialist of the Inspection Department of Kien Giang Province Department of Planning and Investment, to 1 year in prison. Both were convicted of falsifying documents of agencies and organizations.

Accordingly, some enterprises in the province that did not meet the requirements to apply for a certificate of construction capacity contacted Tien and Khanh to "ask" them to prepare documents for consideration for a construction certificate. For each completed document, the enterprise paid Tien or Khanh from 10 to 20 million VND.

Police determined that from 2018 to January 5, 2022, Le Quyet Tien helped businesses that were not eligible to be granted construction certificates for 99 files of 75 businesses.
