General Secretary To Lam emphasized the requirement not to let the organizational arrangement disrupt the operations of agencies, production and business activities, and daily activities of people and enterprises.

The 11th meeting of the 13th Party Central Committee officially opened this morning (April 10) to give opinions on 15 contents, focusing on two main groups of issues.

With the spirit of determination and determination to successfully implement the Resolution of the 13th National Party Congress and urgently, actively and proactively prepare for the 14th Congress, the Politburo decided to convene the 11th Central Conference of the 13th tenure one month earlier than originally planned.

The group of issues on continuing to reorganize the political system, reorganize administrative units and organize two-level local governments is one of the two important groups of issues considered and decided by the Central Committee this time.

In his opening speech at the Conference, General Secretary To Lam said that over the past four months, implementing the conclusions of the Central Committee, the Politburo and the Secretariat have led and directed the basic completion of the arrangement and streamlining of the apparatus of the Party, Government, National Assembly and Fatherland Front agencies at the central level.

The figures on streamlining and work efficiency as well as cost savings stated in the reports clearly demonstrate the revolutionary nature of this streamlining. However, in general, the organizational model of the political system is not really complete, especially at the local level.

To continue the revolution in streamlining the apparatus, the Politburo and the Secretariat held many meetings, thoroughly discussed many aspects and agreed to submit to the Central Committee the Project on rearranging and reorganizing administrative units at all levels and building a model of organizing a two-level local government; along with Projects on the Party organization system at the local level; Projects on rearranging and streamlining the Fatherland Front agencies, socio-political organizations, and mass organizations assigned tasks by the Party and the State; Projects on rearranging the Courts, the Procuracy, and Projects on amending and supplementing the Constitution and laws of the State, amending and supplementing regulations on implementing the Party's charter, regulations on Party inspection and supervision to ensure synchronous implementation.

"This is an issue that officials, party members and people are very concerned about. The information that the Politburo and the Secretariat have is that the vast majority of people and party members agree to support and appreciate this policy and wish for its early implementation," General Secretary To Lam emphasized.

According to General Secretary To Lam, the Project on rearranging and reorganizing administrative units at all levels and building a model of organizing a two-level local government along with the accompanying Projects are very important and historical issues; not only rearranging the organization, apparatus, and staff; but also decentralizing authority; rearranging administrative units; allocating resources; and creating space for development.

The goal is to build a Government that is close to the people, serves the people better; at the same time, opens up a new situation in national development with a long-term vision, at least for the next 100 years.

Therefore, the Politburo requests that Central comrades, with a mindset of innovation and a radical revolutionary spirit, for the development of the country and for the people, focus on giving opinions on the contents according to the discussion suggestions attached to each Project, especially on major issues such as: On the policy of arranging provincial-level administrative units to 34 provinces and cities; not organizing the district level, reducing about 50% of commune-level administrative units; the model of organizing 2-level local governments, associated with decentralization and delegation of power, especially the new commune level after the merger, how to be truly close to the people, close to the people, and serve the people better. On the organizational model, functions and tasks of Party agencies at the provincial and commune levels, corresponding to the 2-level local governments to ensure the leadership role of the Party. Regarding the arrangement and consolidation of agencies of socio-political organizations and mass organizations assigned by the Party and State under the Vietnam Fatherland Front to coordinate unified actions, focusing on the grassroots and the masses. Regarding the arrangement of the model of the Court and Procuracy agencies into 3 levels, along with adjusting the jurisdiction of trial, the jurisdiction of supervision, and the jurisdiction of prosecution accordingly. Regarding the scope, content, and method of amending a number of articles of the 2013 Constitution; Party regulations, and relevant legal regulations to implement the above policies from July 1, 2025.
