(Chinhphu.vn) - On the afternoon of March 29, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha received Mr. Tanimoto Masayuki, National Executive Director of the Japan Bank for International Cooperation (JBIC).

At the reception, Deputy Prime Minister Tran Hong Ha said that over the past time, the Vietnam-Japan relationship has continued to develop strongly and comprehensively in all fields with high political trust, close exchanges at high and all levels. In particular, the two countries have upgraded their relationship to a Comprehensive Strategic Partnership for peace and prosperity in Asia and the world.
Emphasizing the importance of banks and financial mechanisms in green energy transition projects, the Deputy Prime Minister said that the Summit on the New Global Financial Compact (June 2023) called for policies of financial institutions and banks around the world in green transition.
In recent times, Vietnam and Japan have had many bilateral and multilateral cooperation frameworks related to just transition, especially the Asia Zero Emissions Community (AZEC) Initiative which has shifted towards carbon neutrality... The two sides have set out many cooperation orientations and contents, actively implemented them, and achieved many positive results.
The Deputy Prime Minister said that currently, the AZEC mechanism and JETP (Agreement on a Just Energy Transition) are initiatives to realize the agreement at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26).
“Fulfilling the commitment to reduce carbon emissions to zero by 2050 means we must have 100% clean energy, renewable energy – our two countries both support this,” the Deputy Prime Minister emphasized.
The Deputy Prime Minister raised the issue that, in order to have a fair energy transition, developed and developing countries should support each other in terms of financial mechanisms and technology.
Currently in the world, even the most developed countries are only in the experimental stage of reducing gas emissions and using 100% renewable energy sources for exploitation and use in development.
Emphasizing some common goals between AZEC and JETP, the Deputy Prime Minister highly appreciated the practicality of the AZEC mechanism with the transitional phase of using cleaner energy, effectively and economically using gas energy, biomass energy... with many specific solutions.
Presenting Vietnam's approach in implementing AZEC and JETP, the Deputy Prime Minister said that one of the important and consistent criteria in implementation is to ensure technical and economic efficiency; synchronously carry out actions to achieve the set goals.
“AZEC and JETP need to select a number of specific projects to jointly perfect the mechanism and technology,” the Deputy Prime Minister suggested, emphasizing that, unlike JETP, in the AZEC mechanism, Japan and Japanese enterprises play a clearer role.

Thanking the Deputy Prime Minister for taking the time to meet him, Mr. Tanimoto Masayuki said that JBIC has cooperated and supported loans for partners in Vietnam. Up to now, JBIC is supporting many Japanese enterprises to deploy investment and cooperation activities abroad, including Vietnam. In the field of infrastructure and environment, JBIC is focusing many resources on the AZEC program; supporting the JETP mechanism.
Emphasizing the priority of connecting green energy sources of Japanese enterprises when choosing investments, Mr. Tanimoto Masayuki said that JBIC will support Vietnam in this field, as well as bring Japanese and European technology to support Vietnamese enterprises in reducing carbon emissions and saving energy.
JBIC hopes that Vietnam will be able to implement a carbon neutral strategy while ensuring socio-economic development and energy security. Vietnam is the first partner that Japan supports in the AZEC Initiative and key international partners strongly support Japan's cooperation with Vietnam.
The JBIC National Executive Director also hopes that the Japan-Vietnam cooperation mechanism in AZEC will become a model of global cooperation; affirming that he will continue to actively support and cooperate with Vietnam in this field.
