At the beginning of April, the projects under Project 1 (Supporting investment in developing socio-economic infrastructure for poor districts, especially disadvantaged communes in coastal and island areas), the National Target Program for Sustainable Poverty Reduction were accelerated with the determination to soon complete the target of disbursing 100% of the allocated capital. In 2024, the district was allocated 53,979 billion VND to implement 20 projects (1 transitional project, 19 newly started projects), the capital not fully disbursed in 2024 was transferred to 2025, so far about 89% of the plan has been disbursed and the progress is being accelerated. Of which, many projects have disbursed 100% of the plan, put into operation for people to benefit, such as: the road from Ken hamlet to Cang hamlet production area, Ha hamlet road, Dong Chum commune; Yen Hoa commune stadium; Vay Nua commune stadium; The road from Tam hamlet to Bua hamlet, Trung Thanh commune...

Within the framework of implementing the National Target Program on Sustainable Poverty Reduction, Da Bac district focuses on implementing the following contents: supporting infrastructure investment; diversifying livelihoods, developing poverty reduction models; supporting production development, improving nutrition; developing vocational education, supporting sustainable employment... The district People's Committee actively reviews and grasps the implementation status of these contents. From there, there are solutions to urge progress and integrate resources to improve the efficiency of State investment.

"In general, all 3 National Target Programs are being urged to accelerate implementation progress with the goal of increasing the disbursement rate from now until the end of June 2025, and soon putting programs and projects into operation so that local people can soon benefit" - Mr. Ban Kim Quy, Vice Chairman of Da Bac District People's Committee, shared.

According to the leader of the People's Committee of Da Bac district, with the determination to promote the implementation of 3 National Target Programs from the beginning of the year, the People's Committee of the district has issued synchronous documents directing, guiding and implementing plans for 2025. In particular, directing to accelerate the disbursement progress of capital sources in 2024 is allowed to extend the disbursement time to 2025, focusing on disbursing the capital plan for 2025 to ensure the set progress.

This year, the district was assigned a total investment capital plan of 123,948 billion VND to implement the National Target Programs. Of which, the National Target Program for New Rural Development has a total capital plan of 7,423 billion VND; the National Target Program for Sustainable Poverty Reduction has a total capital plan of 35,520 billion VND; the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas has a total capital plan of 81,005 billion VND. In addition to the support capital from the Central budget, the District People's Committee directed localities to actively mobilize resources from other capital sources; the planning work has integrated the National Target Programs with each other and with other programs and projects. Thereby ensuring proper implementation of regulations on the proportion of capital sources, exploiting investment resources to become an important driving force for socio-economic development, creating favorable momentum for the district to accelerate on the path of sustainable poverty reduction.

In fact, the implementation of the National Target Programs in Da Bac district has encountered many difficulties and obstacles, especially for some sub-projects assigned to the Commune People's Committee as the investor; projects supporting production development according to the value chain; some projects under the National Target Program for Sustainable Poverty Reduction... In addition, because the capital for the provincial National Target Programs is often allocated late, it also affects the implementation progress. Based on the reality, the District People's Committee will strengthen inspection, supervision, and urging investors, consulting units, and construction contractors to speed up the progress. At the same time, investors are required to urgently review the capital absorption capacity of each program, project, and sub-project; promptly develop a plan to transfer appropriate capital sources to propose the Provincial People's Committee to issue a decision on capital transfer. The purpose is to increase the workload, strive to complete the disbursement plan of 3 National Target Programs in 2024 - 2025. Thereby promoting investment efficiency, exploiting State capital into strength to promote local development, towards the goal of sustainable poverty reduction.
