Guidelines for rewarding typical advanced examples in the period 2020

Accordingly, based on Decision No. 2331/QD-BVHTTDL dated August 9, 2024 of the Minister of Culture, Sports and Tourism on promulgating the Plan to organize the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism in 2025; Plan No. 958/KH-BVHTTDL dated March 10, 2025 of the Minister of Culture, Sports and Tourism on organizing the implementation of a special emulation campaign to achieve achievements in celebration of the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism, in order to honor typical examples at the 4th Patriotic Emulation Congress, the Ministry of Culture, Sports and Tourism requests that agencies and units under the Ministry base on the following subjects and criteria for commendation to review and select collectives and individuals for commendation.

Certificate of Merit from the Minister: For individuals of agencies and units under the Ministry who meet the following criteria: Good implementation of the Party's guidelines, State's laws and policies, internal rules, regulations, and working regulations of the agency or unit; Being a typical example of the will to practice, strive, be exemplary, and take the lead in studying, working, and working at agencies and units; Actively participating in patriotic emulation movements launched by the Ministry and agencies and units, having specific, practical, and effective actions and deeds in training, preventing waste, preventing corruption, actively and effectively contributing to the implementation of tasks; Having many initiatives that bring practical results, contributing to the development of the agency or unit; From 2020 to 2024, continuously being recognized for completing tasks well or better, during which time being recognized for completing tasks excellently twice.

Each agency and unit under the Ministry selects 01 individual who meets the above criteria to submit to the Minister for a Certificate of Merit.

Certificate of Merit: Heads of agencies and units (with legal status) award Certificates of Merit according to their authority to typical advanced collectives and individuals with achievements in labor, work or initiatives and solutions that bring practical efficiency to the agency or unit.

Reward principles: Do not give multiple forms of rewards for one achievement; Do not consider giving or propose rewards for collectives and individuals who are being considered for disciplinary action or administrative violations by competent authorities or are being investigated, prosecuted, tried, inspected, or examined when there are signs of violations or complaints or denunciations are being verified and clarified.

The collectives and individuals who are commended and rewarded are typical examples that are selected publicly, democratically, transparently, and objectively by agencies and units or discovered through the mass media. The commendation is ensured to comply with regulations; the collectives and individuals who are commended have outstanding, exemplary achievements that are widely spread in the agency, unit, and in the Culture, Sports and Tourism sector./.
