* Yesterday, Tuesday, May 23, 2023, the National Assembly continued its second working day at the Fifth Session under the chairmanship of National Assembly Chairman Vuong Dinh Hue. The session was broadcast live on Vietnam National Assembly Television.

Morning

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh.

Content 1: The National Assembly listened to Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, present a Report on the work of practicing thrift and combating waste in 2022; listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a Report on the verification of the work of practicing thrift and combating waste in 2022.

Content 2: The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung present the Report on the proposed Law and Ordinance Development Program for 2024, and adjustments to the Law and Ordinance Development Program for 2023. After that, the National Assembly discussed in the hall about the above content. During the discussion session, 21 opinions were expressed by delegates, in which the majority of delegates expressed high consensus with the content of the Report of the National Assembly Standing Committee and the accompanying draft Resolution.

Many delegates commented on the content and progress of the submission of a number of draft laws and draft resolutions. Delegates also commented on specific issues, focusing on analyzing and evaluating the achievements, some shortcomings, limitations, and causes affecting the work of building and perfecting institutions since the beginning of the 15th National Assembly's term (including the work of building programs, adjusting programs, reviewing laws, summarizing practices, increasing the predictability of the law and ordinance building program, and improving the quality of projects).

In addition, the delegates also proposed many measures to ensure the progress of preparing and submitting draft laws and resolutions in accordance with the program decided by the National Assembly; strengthening discipline, order, and individualizing responsibilities in law-making work, strictly complying with the direction of competent agencies and the provisions of the Law on Promulgation of Legal Documents to ensure the best implementation of the orientation of the law-making program for the entire term of the National Assembly in general and the specific programs approved by the National Assembly and the National Assembly Standing Committee.

At the end of the discussion session, Minister of Justice Le Thanh Long, on behalf of the Government, explained and clarified a number of issues raised by National Assembly deputies.

Content 1: The National Assembly listened to: Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presenting the Report on the assignment of the list and capital levels for tasks and projects under the Socio-Economic Recovery and Development Program; assignment, adjustment and supplementation of the medium-term public investment plan with central budget capital for the 2021-2025 period and allocation of the central budget capital investment plan in 2023 of the national target program; Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presenting the Verification Report on the assignment of the list and capital levels for tasks and projects under the Socio-Economic Recovery and Development Program; assignment, adjustment and supplementation of the medium-term public investment plan with central budget capital for the 2021-2025 period and allocation of the central budget capital investment plan in 2023 of the national target program.

After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Prices (amended). At the discussion session, 17 opinions were expressed by delegates.

Delegates highly appreciated the preparation of the Report on explanation, acceptance and revision by the National Assembly Standing Committee and contributed many opinions to complete the draft law such as: application of the law, consistency and consistency with other laws; prohibited acts; tasks and powers of agencies in price management; Price Stabilization Fund; authority to decide on price stabilization items; principles, bases, methods, criteria, authority to decide on the list of goods and services priced by the State; pricing for domestic air passenger transport services, container loading and unloading services, pilotage services; price appraisal, price appraisal services, price appraisal of the State; price negotiation, declaration, listing, reference, inspection of price forming factors; inspection and examination of compliance with the law on prices and price appraisal; prohibited acts.

At the end of the discussion session, Minister of Finance Ho Duc Phoc, on behalf of the drafting agency, explained and clarified a number of issues raised by National Assembly deputies.
