On April 18, the Ministry of Health held a conference connecting 63 health department points nationwide to deploy electronic medical records and provide guidance on technical requirements for electronic medical records. Dr. Nguyen Ngo Quang, Director of the Department of Science, Technology and Training chaired the conference.
Attending the conference at Cao Bang bridge were leaders of the Department of Health, leaders and experts of specialized departments and offices under the Department, representatives of hospitals and medical centers of districts and cities in the province.
Currently, nationwide, there are 2 provinces (Phu Tho, Bac Ninh) that have completed 100% of public hospitals implementing electronic medical records; 162 medical examination and treatment facilities use electronic medical records, not paper medical records; and 33 localities do not have medical examination and treatment facilities implementing electronic medical records.
On April 3, 2025, the Ministry of Health issued Decision No. 1150/QD-BYT approving the plan to deploy electronic medical records. The purpose of the plan is to deploy electronic medical records at all hospitals nationwide in accordance with Directive No. 07/CT-TTg dated March 14, 2025 of the Prime Minister on promoting the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030. According to the plan, hospitals nationwide will complete the deployment of electronic medical records in September 2025.
At the conference, delegates were informed and disseminated about the Ministry of Health's plan to deploy electronic medical records; draft guidelines on technical requirements for deploying electronic medical records software. At the same time, delegates and hospital representatives at the connecting points focused on discussing and giving comments on issues related to the deployment of electronic medical records.
Concluding the conference, Director of the Department of Science, Technology and Training Nguyen Ngo Quang affirmed that he would fully absorb the opinions of the delegates at the conference, on that basis, research and advise the leaders of the Ministry of Health to deploy electronic medical records and promptly issue instructions on technical requirements for deploying electronic medical records to ensure the required time.
After the conference, the Draft Guidelines on technical requirements for implementing electronic medical records will be reviewed and continue to receive widespread comments nationwide before being officially issued.
