On September 16, at the Provincial Citizen Reception Office, the Provincial Citizen Reception Council held a regular monthly citizen reception in September to directly dialogue and handle citizens' feedback and recommendations. The reception was chaired by comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Citizen Reception Council; Le Van Anh, Vice Chairman of the Provincial People's Council.

At the reception, after listening to citizens' opinions and recommendations, and the opinions of members of the Provincial Citizen Reception Council, as well as studying relevant documents and legal bases, the Provincial Citizen Reception Council gave directions on resolving a number of specific cases:
Regarding the case of 11 households in Group 8, Zone 5, Ha Lam Ward, Ha Long City, who have submitted a request for land recovery to serve the project along the drainage ditch of the saltwater bridge in Ha Lam Ward to K67 Bridge, Ha Khanh Ward, Ha Long City since 2020 but have not yet been resettled: Through exchanges and discussions between the Provincial Citizen Reception Council and citizens, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, emphasized: This is the legitimate aspiration of the households and is also a case that the provincial leaders are very interested in to thoroughly resolve, ensuring the aspirations of the people and the provisions of the law. To thoroughly resolve this content, he assigned the Provincial Inspectorate to conduct a comprehensive inspection of the contents according to the petition of the households and complete it in the fourth quarter of 2024, thereby having a basis to resolve support policies for households to ensure the regulations of the state.

Regarding the case of Ms. Pham Thi Vuong, Chairwoman of the Board of Directors and Director of Hoa Duong Trading and Service Cooperative, Ha Long City, requesting a 5-year extension of payment from 2017 to present for the resettlement land plot assigned in Hong Hai Ward, Ha Long City: Through online discussion with Ha Long City, on September 5, a document was issued to adjust the deadline for land use fee payment for households. Chairman of the Provincial People's Committee Cao Tuong Huy said that the content of this request is under the authority of Ha Long City and is being resolved by the city, suggesting that citizens contact Ha Long City People's Committee for specific instructions.

Regarding the petition of citizen Bui Thi Mau, zone 7, Hai Yen ward, Mong Cai city, requesting to change the land use purpose from perennial crop land to residential land: Based on the explanation of Mong Cai city, the land plot is in the approved commercial service land planning and does not meet the conditions for changing the land use purpose from crop land to residential land. Chairman of the Provincial People's Committee Cao Tuong Huy requested Mong Cai city to publicize the approved zoning plan and clearly explain these regulations to citizens.

Also during the regular citizen reception session in September 2024, the Provincial Citizen Reception Council also received and guided the resolution of a number of citizen petitions in the province.
