On the afternoon of February 19, the 18th term People's Council of Nghe An province held the 18th session (special session) to review and approve contents under its authority.
Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; delegates of the Provincial People's Council, and leaders of a number of departments, branches and localities.

At the meeting, the Provincial People's Council unanimously approved the draft Resolution approving the 1/2,000 scale construction zoning plan for the urban, resort and sports area south of N2 road in Dien Chau district, Southeast Economic Zone.
The 1/2,000 scale construction zoning plan for the urban, resort and sports area south of N2 road in Dien Chau district, part of the Southeast Economic Zone, has a total area of over 686 hectares. The planning boundary is in Dien Trung and Dien An communes (Dien Chau district).

The project plans 4 functional zones. Specifically, the auxiliary service urban zone covers an area of nearly 109 hectares, with a population of about 13,350 people. The central urban zone and ecological housing zone covers an area of more than 153 hectares, with a population of about 6,700 people.
The urban tourism and service area covers an area of nearly 182 hectares, with a population of about 8,000 people. The resort and sports area covers an area of more than 242 hectares, with a population of about 850 people; it is oriented to become a regional resort and sports center.

The project's objective is to create a high-class eco-tourism resort complex that meets international standards and is one of the tourist centers in the North Central region, increasing the ability to meet the needs of domestic and foreign tourists for relaxation and entertainment; urban, sports, and eco-tourism resort areas with synchronous technical infrastructure and landscape architecture.
This is also the basis for attracting, calling for, and selecting investors to implement the planning in accordance with regulations; serving as a legal basis for planning investment in construction and managing construction of works and functional areas in the area.

The Provincial People's Council also approved the draft Resolution on adjusting the investment policy for the traffic road project connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky).
This is a project approved by the Provincial People's Council in May 2021, with a total investment of more than 684.4 billion VND, a route length of 20.5 km. Up to now, this project has been implemented and 19.5/20.5 km of asphalt has been paved; expected to be completed in May 2024.

The adjustment of the project investment policy with the total investment increased from more than 684.4 billion VND to more than 739 billion VND, due to the increase in costs for site clearance, construction, project management and some other costs during the project implementation.
At the meeting, the Provincial People's Council approved the draft Resolution on changing the purpose of using rice-growing land and protective forest land to implement projects in the province; the draft Resolution approving the list of projects requiring land recovery in the province and the draft Resolution on giving opinions on adjusting the investment policy of the N5 cross-road project (section 2) under the construction planning of the Southeast Economic Zone.
