Over the past 61 years, through many historical ups and downs, with the tradition of "Discipline and Unity", Quang Ninh province has strived to overcome difficulties, achieved many successes in many fields, and become one of the leading localities in the country.

On October 30, 1963, at the 7th Session of the 2nd National Assembly, a Resolution was issued approving the merger of Hai Ninh province and Hong Quang area into Quang Ninh province. Regarding this event, Uncle Ho suggested calling it Quang Ninh, combining the word Quang (of Hong Quang area) and the word Ninh (of Hai Ninh province). This name is easy to understand, easy to remember, and has many meanings. "Quang" means vast. "Ninh" means peaceful, sustainable. Quang Ninh is combined with the meaning of a vast, peaceful, sustainable area... After 61 years on the path of construction and growth, with the attention of the Central Government, the Party Committee, the government and the people of all ethnic groups, Quang Ninh province has always promoted the spirit of solidarity, strived to overcome many difficulties, and firmly pursued the goal of people's happiness. Over the years, the province has always closely and harmoniously linked economic development with cultural development, social progress and equity, ensuring social security, caring for the material and spiritual life of the people, with many policies and strategies that are superior to many localities in the country.
In the process of leadership and direction, the province always thoroughly grasps and correctly applies the policies, resolutions and directives of the Central Government, in the spirit of innovation and creativity to promptly have flexible decisions suitable to local realities. From 2019 to present, in addition to the general policies of the whole country, the province has issued many separate policies on social security and welfare, focusing on employment, housing, domestic water, vocational training, education, health care, poverty reduction, gratitude, improving the lives of the elderly, the lonely, the disabled, orphans... A typical example is Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with a vision to 2030", which has been effectively implemented.
Up to now, the province's infrastructure has been increasingly developed in a synchronous and modern direction, especially the infrastructure in remote areas, ethnic minority areas, mountainous areas, border areas, and islands of the province, contributing to reducing the gap between regions. 100% of communes in ethnic minority areas, mountainous areas, and border areas have asphalted or concreted wide and beautiful roads; 100% of roads from commune centers to villages and hamlets are concreted according to the new rural criteria. The whole province has 274 centralized water supply works, many decentralized water supply works..., ensuring that the rate of rural households using hygienic water reaches 99.9%, of which the rate of households using clean water meeting current standards reaches over 70%. The province has completed the construction and broadcasting of 54/54 telecommunications stations, covering 66/66 villages. Mobile coverage reached 99.8% of residential areas in the province. Broadband Internet infrastructure has been deployed in 100% of communes, wards and towns in the province. 100% of villages and hamlets in the commune have been covered by mobile phone signals... 100% of households in communes and hamlets have access to the national electricity grid.
The province pays special attention to public health care. Quang Ninh is completing the Project "Improving the capacity of the preventive and curative health care system; the quality of health care and protection for the people in the period of 2021-2025"; continuing to complete the Project to improve the capacity of commune, ward and town health stations, especially in ethnic minority, mountainous, border and island areas to enhance primary health care for people and the community. Up to now, 64/64 mountainous ethnic minority communes have health stations that meet the standards according to the National Health Criteria. The province's health infrastructure system has been invested in, upgraded synchronously and modernly in both the preventive health system and the medical examination and treatment system. In 2023, on the occasion of the 60th anniversary of the province's founding, three major projects of the province will be completed and put into use, improving the quality of health care for the people, namely: Geriatric - Rehabilitation Hospital; Lung Hospital; Provincial Center for Disease Control.

Quang Ninh has developed many specialized medical techniques, helping to improve the quality of treatment for patients locally, especially in some areas of emergency resuscitation, open heart surgery, cardiovascular intervention, oncology, brain surgery, spine surgery, joint surgery, prenatal screening and diagnosis research, and implementing a roadmap for developing specialized techniques in organ transplantation and stem cells...
The province focuses on investment in education in ethnic minority and mountainous areas, especially in schools. Priority policies for education are maintained. The province strives to have one public school in each district according to high-quality criteria at each level of general education by 2025, with an expected number of 22 schools. The cultural and spiritual life of the people is taken care of through a system of cultural and sports institutions that are synchronously invested in, meeting the cultural and entertainment needs of the people.
By the end of 2023, Quang Ninh will have fully completed the goals of building new rural areas at all three levels of province, district, and commune, and the goal of sustainable poverty reduction according to national criteria for the 2021-2025 period, reaching the target 2 years ahead of schedule. The entire province has moved to the implementation phase according to the province's new multidimensional poverty standard, which is 1.4 times higher than the central poverty standard based on income criteria.
Life is constantly improving, people are excited, trust in the leadership of the Party; strive to work and produce, build a cultural life. Ms. Ninh Thi Nhat (Khe Man village, Don Dac commune, Ba Che district) said: “Originally a very difficult village, with the attention of the central government and the province in implementing policies for ethnic minorities and disadvantaged areas, people in the village have benefited a lot. Everyone is more excited, actively participating in building the new rural area. Now concrete roads are laid from the commune to the village, many houses are built spacious, beautiful. People are also guided on what to plant and what to raise to have a stable income and get rich”.
At any time and in any circumstance, the province has always been consistent with the viewpoint of "for the happiness of the people". Storm No. 3 caused extremely heavy damage to Quang Ninh. The Government and the central government have closely directed and allocated large resources to people in the storm and flood areas. Along with urgently overcoming the consequences of Storm No. 3, the province quickly issued timely, focused, and direct support policies and solutions for those severely affected by the storm, such as: Tuition support for students; support for building new and repairing houses; support for salvaging fishing boats... The province's timely concern and sharing became a "support" to help people somewhat reduce difficulties, quickly stabilize their lives, rebuild production, and recover the economy after the storm.
Along with urgently completing the goals and tasks set for 2024, the entire political system and people in the province are upholding the spirit of solidarity, creativity, "Discipline and Unity" with high determination, great efforts, self-reliance and self-reliance to bring activities back to normal after storm No. 3, restore production and business activities, and promote socio-economic development.
