Striving to complete Terminal T3 of Tan Son Nhat Airport by April 30, 2025

The Ministry of Transport said that the investment project to build Terminal T3 - Tan Son Nhat International Airport was approved by the Prime Minister. The investor, Airports Corporation of Vietnam (ACV), approved the project with a total investment of about 10,873 billion VND.

The project has a capacity of 20 million passengers/year and synchronous auxiliary works, serving domestic exploitation at Tan Son Nhat airport, meeting exploitation requirements, in accordance with planning and dividing exploitation output between Long Thanh and Tan Son Nhat International Airports, reducing the load on the overloaded T1 terminal.

The project also improves the quality of passenger service with a construction period of 24 months, calculated from the date of handover of the site and commencement of construction.

Due to difficulties in site clearance, the project will start from December 2022 and will not be able to start the main package "Construction and installation of equipment for passenger terminal T3" until August 31, 2023.

The contract is effective from October 15, 2023. The construction period according to the contract is 20 months, completed on June 15, 2025. Currently, the rough construction of the project has been completed, and the work of completing the architecture, construction, interior and equipment installation is being urgently deployed, the total volume has reached about 70% of the entire project.

Regarding the shortening of the project implementation schedule, completing before April 30, 2025 to celebrate the 50th anniversary of the liberation of the South and national reunification, Prime Minister Pham Minh Chinh directed during a visit and working session at the construction site on February 12, 2024.

Investor ACV, contractors, and consultants have been focusing all resources, redefining the critical path, finding construction solutions to shorten the progress by 2 months compared to the contract, determined to strive to bring the project to the finish line on April 30, 2025, the 50th anniversary of the liberation of the South and national reunification.

The goal is to put Long Thanh airport passenger terminal into operation on September 2, 2026.

Regarding the Long Thanh International Airport construction investment project, according to the Ministry of Transport, based on Resolution 3 of the National Assembly, the Prime Minister approved 4 investment projects to build Long Thanh International Airport phase 1 with a total investment of VND 109,111.742 billion (USD 4,664.89 million).

Specifically, the project is divided into 4 component projects including: Component project 1 - State management agency works; Component project 2 - Works serving flight management; Component project 3 - Essential works in the airport; Component project 4 - Other works.

In which, component project 3 is the main component project invested by ACV with a total investment of 99,019.26 billion VND. With the critical path of the Long Thanh International Airport project being the passenger terminal and runway, the investor, contractors, and consultants have focused all resources to review, research, find solutions, and develop a construction plan to determine to shorten the progress by nearly 3 months compared to the contract progress.

The goal is to complete the passenger terminal project before August 31, 2026 to put it into operation in time for the National Day celebration on September 2, 2026.

At the same time, shorten 3 months compared to the contract progress of the runway project, ensuring technical exploitation of the runway before April 30, 2025 to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025).

During the implementation process, the Prime Minister - Head of the State Steering Committee for important national projects and key works of the transport sector held regular meetings to review and urge progress.

In addition, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to be the Head of the Working Group for the Long Thanh International Airport Construction Investment Project, with members being leaders of the following Ministries and sectors: State Capital Management Committee at Enterprises, Transport, Planning and Investment, Finance, Construction, Natural Resources and Environment, Public Security, National Defense, Dong Nai Provincial People's Committee and Ho Chi Minh City People's Committee.

The working group regularly urges, reviews progress and handles problems during implementation, supports and speeds up project progress.

"The Ministry of Transport, as the standing body of the Steering Committee and the working group, updates the progress of the implementation of component projects, summarizes difficulties and problems during the implementation process, and promptly reports to the Steering Committee and the working group for consideration and resolution," the Ministry of Transport informed.
