Ha Tinh plans to build and renovate 7 inter-level boarding schools in border communes

According to Notice No. 81-TB/TW dated July 18, 2025, the Politburo agreed on the investment policy to build primary and secondary boarding schools in 248 land border communes nationwide.

According to the Central Government's policy, Ha Tinh province plans to renovate and build 7 primary and secondary boarding schools in the period of 2025 - 2027 in the mainland border communes including: Son Kim 1, Son Kim 2, Son Hong, Vu Quang, Huong Xuan, Huong Khe and Huong Binh.

Currently, based on surveys and proposals from localities, the Department of Education and Training of Ha Tinh has coordinated with relevant departments to review, synthesize, and advise the Provincial People's Committee to select 2 qualified schools to build in 2025, proposing the Ministry of Education and Training to submit to the Government for approval.

Regarding the conditions for implementing the renovation and construction of inter-level boarding schools in border communes, Ha Tinh province has basic advantages such as: the attention and regular direction of the Politburo, the Ministry of Education and Training, the Provincial People's Committee; close coordination between provincial departments, branches and Party committees and authorities of inland border communes.

According to Notice No. 81-TB/TW dated July 18, 2025 of the Politburo, the immediate goal is to pilot the completion of the construction or renovation of 100 schools in 2025 (no later than the start of the next school year). However, the harsh climate and weather conditions in the border communes of Ha Tinh province, especially the period from August to November every year, which is the rainy and stormy season, will directly affect the construction progress of the project.

Regarding the estimated budget, currently, the border communes of Ha Tinh province are continuing to review and calculate the preliminary total investment based on the scale of schools and actual local conditions (number of students, number of classes, construction location, land area...), ensuring that when invested, it will be effective, economical, and at the same time consistent with the budget allocated by the Central Government after the Government approved the investment policy for the first phase of the inter-level boarding school in the border communes.

According to the guidance of the Ministry of Education and Training in Document No. 4408/BGDĐT-KHTC dated July 29, 2025 on proposing a list of primary and secondary boarding schools in land border communes, and Document No. 5569/UBND-XD dated July 30, 2025 of the People's Committee of Ha Tinh province, there are a number of basic criteria for selecting communes to build, renovate and upgrade primary and secondary boarding schools.

First, the investment plan for school construction must ensure that each land border commune has at least one primary and secondary boarding school based on new construction or renovation, upgrading, expansion, and repair of existing facilities, ensuring boarding and semi-boarding conditions suitable to local realities, ensuring savings and preventing waste.

Next, inter-level boarding schools were invested in construction or renovation, upgrading, and expansion with a scale of about 30 classes, accommodating about 1,000 students. However, some land border communes have low population size, and the terrain is mainly mountainous, leading to some places having difficulty meeting the prescribed school size. Therefore, it is necessary to adjust the school size and land planning to ensure school standards.

In addition, the school construction site must be selected in accordance with the local school network planning, in a location convenient for transportation, ready for construction, not located in an area affected by natural disasters, prioritizing locations with available technical infrastructure such as electricity, water supply and drainage, telecommunications... The total minimum land area is from 5 - 10 hectares/school.

In case the area is not enough to be arranged on the same campus, it is possible to arrange neighboring land plots within the most reasonable radius and plan the construction of functional subdivisions: administrative and learning areas; living areas for students and teachers; sports areas; areas for labor and production experience activities...; ensuring the ability to connect subdivisions, absolute safety, convenience for studying, cultural, spiritual and physical development, and living conditions.

Building a system of inter-level boarding schools is a sustainable strategy, contributing to improving the quality of education, ensuring the right to education for students in disadvantaged areas, and at the same time promoting local socio-economic development.

When students study in an environment with adequate facilities, barriers in terms of terrain, transportation and living conditions are overcome. Students are guaranteed meals, sleep, have more time to participate in learning activities, practice and experience, the quality of the teaching staff is invested synchronously... From there, creating conditions for them to develop comprehensively. The boarding model also helps students practice discipline, life skills, and develop comprehensively.
