According to the report at the working session, from July 1 to August 12, 2025, the Department of Science and Technology of Dak Lak province received a total of 58 administrative procedure (TTHC) records, including 5 records transferred from the previous month and 53 newly-arrived records. Up to now, 41 records have been processed, all on time, no overdue cases, no apologies or postings at the one-stop department. Currently, 17 records are still under processing, no overdue records or returned records due to errors.
The delegation of the Ministry of Science and Technology worked with the Department of Science and Technology of Dak Lak province on the operation of two-level local government.
The Department of Science and Technology of Dak Lak province also deployed the "Dak Lak Digital" program with the following contents: Piloting digital platforms in 3 wards of Ea Kao, Tan Lap, Tan An; launching 100 peak days of the "Digital Education for All" movement; launching the digital transformation infrastructure project for the period 2021 - 2025, with a vision to 2030. The program demonstrates the province's high political determination in implementing Resolution 57-NQ/TW and digital transformation plans.

Regarding the implementation of Decree No. 133/2025/ND-CP of the Government on decentralization and delegation of authority in the field of science and technology and Decisions No. 1442 and 1446/QD-BKHCN of the Ministry of Science and Technology on promulgation, amendment, supplementation and abolition of administrative procedures, the Department of Science and Technology of Dak Lak has advised the issuance of 118 administrative procedures in Decision No. 1571/QD-UBND dated June 29, 2025. To date, the total number of administrative procedures in the field of state management under the authority of the Department is 194 procedures.
According to the two-level local government organization model implemented from July 1, 2025, the Provincial Public Administration Service Center has proactively performed its assigned tasks, promoted the provision of partial and full online public services, combined with public postal services, contributing to improving the satisfaction of people and organizations. After more than 1 month of operation, the Center has gradually stabilized, meeting the needs of handling administrative procedures well.

Members of the Ministry of Science and Technology Working Group noted the difficulties and problems of people at the Dak Lak Provincial Public Administration Service Center.
However, there are still some difficulties and problems. All administrative procedures are decentralized to the provincial People's Committee, leading to some procedures having short processing times and difficulties in the process of collecting collective opinions from the People's Committee. In the field of atomic energy, there is currently no specific guidance document on the requirements for professional qualifications when granting certificates to radiation workers at facilities using PET/CT, SPECT/CT equipment, or X-ray radiation equipment in fluorescence analysis, X-ray diffraction, vascular examination, electron microscopy, and security checks.
In the field of science and technology, there are no specific regulations on the concept of "technological chain". Therefore, many projects have difficulty determining whether a system of machinery and equipment operated by "human power" is considered a technological chain or not. In addition, searching for National Technical Regulations (QCVN) and Vietnamese Standards (TCVN) in assessing energy savings of machinery and equipment is also inadequate.
In addition, the implementation of Decree No. 133/2025/ND-CP of the Government and Circular No. 07/2025/TT-BKHCN of the Ministry of Science and Technology still has inconsistencies in the division of authority, especially in the attached appendices, causing difficulties for localities. The database of organizations and individuals designated or certified to operate in the field of quality measurement standards has not been built, causing limitations in management.
At the working session with the delegation of the Ministry of Science and Technology, Mr. Bui Thanh Toan, Director of the Department of Science and Technology of Dak Lak province, requested the Ministry to pay attention to supporting the enhancement of training and development of human resources in information technology; at the same time, the evaluation of equipment investment items should be considered and evaluated based on the actual situation in each locality.
In addition to the achieved results, representatives of agencies and units participating in the meeting also identified and shared some difficulties and problems. Specifically, there is a lack of IT human resources for 102 communes/wards, the information technology infrastructure after the merger is not synchronized, there is no roadmap for building an information security system for the newly established two-level government...

During the working session, representatives of the working delegation of the Ministry of Science and Technology directly answered the issues raised by the localities, while focusing on guiding the implementation of regulations, professional processes and sharing practical experiences in implementing decentralization and delegation tasks in accordance with local conditions. At the same time, the delegation also noted the contents beyond the authority to report to the Ministry's leaders for consideration and timely resolution.
