On August 20, the Hanoi People's Committee issued an official dispatch on ensuring conditions for people and tourists to follow the activities commemorating the 80th anniversary of the August Revolution and National Day on September 2.

The joint training, preliminary rehearsal and final rehearsal activities will take place on August 21, 24 and 30, before the official celebration, parade and march will be held at 6:30 a.m. on September 2 at Ba Dinh Square.
To ensure the success of the event, Chairman of Hanoi People's Committee Tran Sy Thanh assigned Vice Chairmen of the City People's Committee to resolutely direct the implementation of the assigned subcommittee's tasks, proactively develop implementation plans in all situations, and avoid being passive or surprised.
The Chairman of the Hanoi People's Committee requested the Logistics Subcommittee to ensure the supply of necessities (drinking water, dry food, instant cakes), shelter from the rain and sun, and free bus routes for people and tourists, especially the elderly from other localities coming to Hanoi to follow the event.
The Chairman of the Hanoi People's Committee requested wards and communes to propagate and mobilize households in the area to promote good traditional cultural values, Hanoians to be elegant, civilized, friendly, hospitable, and to help and support people and tourists from other localities coming to Hanoi on the occasion of September 2.
The Security and Traffic Subcommittee is assigned to develop plans for traffic flow and regulation to ensure security and order during the celebration, parade, and march on roads and streets where the parade and marching forces pass through.
Specific program of the September 2nd Celebration, Parade, and March:
- 6:30 am: Traditional torch relay.
- 6:45 am: Flag salute ceremony.
- 6:50 am: Statement of reasons, introduction of delegates.
- 7:05 a.m.: Speeches by Party and State leaders.
- From 7:45 am: Parade program.
- 9:45 to 10:00: The art performance ends.
The celebration was held on a national scale, with the participation of about 30,000 people (not including the parade and marching forces) and armed forces and the masses.
The stage area at Ba Dinh Square is reserved for invited delegates. People can freely watch the parade along the streets.
To watch live, people should choose locations on Hung Vuong, Hoang Dieu, Kim Ma streets... and arrive early (before 6 o'clock).
In addition, people can watch through 270 LED screens installed on many streets in Hanoi and strictly follow security regulations and instructions from authorities.
