On the morning of June 18, Deputy Minister of Education and Training Pham Ngoc Thuong and the delegation of the National Steering Committee for the 2024 High School Graduation Exam inspected exam preparations in Hanoi.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that in 2024, the city has 108,573 candidates registered for the exam, of which the number of candidates taking the exam under the high school education program is 94,935 (4,175 independent candidates); the number of candidates taking the exam under the GDTX program is 13,638 (446 independent candidates).
The city has arranged 196 examination sites with a total of 4,532 examination rooms; there are 392 spare examination rooms.
Mr. Cuong said that due to the large number of candidates, one of the limitations and difficulties is the verification of the authenticity of foreign language certificates for exemption from the foreign language exam due to the large number of certificates. Specifically, over 20,000 certificates need to be authenticated each year. Meanwhile, some certificate-issuing units respond slowly and late to the authentication results, thus affecting the progress of the exam.
Therefore, the leaders of the Hanoi Department of Education and Training proposed that the Ministry of Education and Training direct the certificate-issuing units, especially the units managed and licensed by the Ministry, to coordinate with the Departments of Education and Training in verifying the authenticity of foreign language certificates issued by the units to ensure the correct time according to the exam regulations.
Another difficulty comes from not specifying the list of handheld calculators allowed in the examination room. This makes it difficult for the invigilators to control the items that candidates bring into the examination room, making it easy for candidates to take advantage of and use high technology to cheat on the exam. Meanwhile, the capacity of the invigilators is not enough to check and control sophisticated high-tech cheating devices.
Mr. Cuong cited that the Casio 850 handheld calculator contains information about Chemistry such as the periodic table, solubility table, etc.
Therefore, Mr. Cuong recommended that the Ministry of Education and Training continue to issue guidelines on the list of handheld calculators allowed in the exam room or suggest a list of handheld calculators allowed in the exam room to help invigilators easily check and control.
At the same time, the Hanoi Department of Education and Training recommended that the Ministry of Public Security have a plan to guide security at exam sites in checking and controlling sophisticated high-tech cheating devices or provide specific training for exam invigilators at exam sites.
In addition, according to Mr. Cuong, the arrangement of a safe location, at least 25m away from the examination room to preserve candidates' personal belongings and documents and items that are not allowed to be brought into the examination room is still inadequate. Because currently, many devices can connect at a distance of more than 25m.
Checking the situation, Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated Hanoi's initiative in directing and participating in all relevant departments, branches and sectors to prepare for the 2024 high school graduation exam.
Although the number of candidates taking the exam is large and the force participating in organizing the exam is large, all stages are carried out seriously by Hanoi City.
Emphasizing the role, seriousness and confidentiality of the exam, Deputy Minister Thuong noted that all subjects participating in the exam must be trained; trained at all stages to ensure absolute security and safety, avoiding errors at any stage.
“In order for the exam to achieve high results, the preparation work must be extremely thoughtful, thorough, and in accordance with the exam regulations and rules. In addition, the communication work must be proactive, timely, objective, and accurate,” Deputy Minister Thuong noted.
Lieutenant Colonel Ngo Xuan Hai, Deputy Head of the Internal Political Security Department, Hanoi Police, informed that in preparation for the high school graduation exam, Hanoi Police has deployed and developed a plan to proactively review, prepare machinery, and assign key forces to exam locations and stages of the exam. At the same time, Hanoi Police has also deployed training on detecting cheating devices for personnel involved in organizing the exam.
