On August 9, the Hanoi Department of Education and Training held a conference to summarize the pilot project of the dual-degree training program; prepare conditions and roadmap for implementing the teaching of the integrated program according to Decree No. 202/2025/ND-CP of the Government.
According to the report of the Hanoi Department of Education and Training, the dual-degree training program (integrating the Vietnamese national education program with the Cambridge International Program) was implemented from the 2017-2018 school year at Chu Van An High School for the Gifted. This is also the first public school in the country to implement this program.
In the 2018-2019 school year, the city has 7 public high schools piloting this program, including: Cau Giay Secondary School, Nghia Tan Secondary School, Trung Vuong Secondary School, Ngo Si Lien Secondary School, Thanh Xuan Secondary School, Chu Van An Secondary School; Hanoi - Amsterdam High School for the Gifted (in both secondary and high school).
Thus, Hanoi has 8 public schools implementing the pilot program, enrolling about 600 students/year. To date, 5/8 schools have received codes as Cambridge member schools.
After 7 years of implementation, the Dual Degree Pilot Project has shown the educational effectiveness of a new educational model. Investment in facilities and building a team of teachers to teach the integrated program have gradually approached international standards and are ready to be replicated when conditions are met.
Dual degree students demonstrate outstanding abilities in foreign languages, academic thinking and life skills; actively participate in social, volunteer, cultural and sports activities, affirming their mettle and abilities in an integrated and internationally integrated learning environment.
The implementation of the Project helps schools gain more experience in management, especially experience in management according to international standards; build a team of teachers with the capacity to teach international programs; enhance professional capacity, and the ability to coordinate teaching integrated programs between Vietnamese and foreign teachers is increasingly high.
Previously, on July 11, 2025, the Government issued Decree No. 202/2025/ND-CP detailing the conditions, order, procedures, educational programs, granting of diplomas and certificates for implementing educational linkages and teaching integrated educational programs for public preschool and general education institutions in Hanoi city.

The Decree takes effect from August 27, 2025, stating: The educational program implementing educational cooperation is an educational program integrating the Vietnamese educational program and the foreign educational program.
Foreign educational programs used to include in integrated educational programs must be programs that have been assessed for educational quality in the host country or recognized by competent educational agencies or organizations of the host country.
The integrated education program must ensure the objectives of the Vietnamese education program and meet the quality assurance requirements of foreign education programs; ensure the stability of both levels of education and the connection between levels of education, for the benefit of students, ensure voluntary participation and not overload students.
Director of the Hanoi Department of Education and Training Tran The Cuong said that Decree No. 202/2025/ND-CP has created an important legal corridor, opening a new phase for the implementation of the Dual Degree Project in Hanoi. The Department will organize guidance on the implementation of the Decree to the People's Committees of communes, wards and public educational institutions.
According to Mr. Tran The Cuong, the Hanoi Department of Education and Training will select schools that are eligible to participate in the Project in the 2025-2026 school year based on transparent and practical criteria; develop a roadmap for expanding the scale in the following years; at the same time, issue a plan for inspection and supervision to ensure sustainable quality and be consistent with the orientation of educational integration in the capital.
