Conference overview.

Attending the conference were leaders of relevant sectors, localities and enterprises licensed to exploit minerals in the province.

The working group to resolve difficulties and obstacles in the exploitation of minerals for common construction materials in the province was established under Decision No. 1938/QD-UBND dated June 17, 2025 of the Chairman of the Provincial People's Committee. Comrade Le Duc Giang, Vice Chairman of the Provincial People's Committee, is the head of the working group.

The conference discussed and gave opinions on the draft operating regulations and draft Implementation Plan of the Working Group.

Next, Vice Chairman of the Provincial People's Committee Le Duc Giang and delegates listened to a report on resolving difficulties and problems in mineral exploitation activities for sand mines in the province.

According to the report of the Department of Agriculture and Environment, as of June 19, 2025, the whole province has 305 mines licensed by the Provincial People's Committee with valid licenses. Of these, there are 214 stone mines, 62 soil mines (including 10 mines granted for exploitation during construction investment projects), and 29 sand mines.

Through a survey and assessment of the current situation, the current supply of construction stone to the market basically meets the demand. Meanwhile, the volume of land for leveling in theory only meets about 44% of the demand in the year and in reality may be lower, leading to a shortage, pushing up prices, making it difficult to implement investment projects in the province.

Regarding sand mines, the whole province currently has only 2 mines operating with a capacity of 43,000 m3 /year, accounting for 5% of the total licensed capacity of sand materials.

The remaining sand mines have stopped operating because the ships and boats are not inspected according to regulations, have not rented land, have not signed land lease contracts, are re-determining reserves, assessing riverbank and beach erosion, and the mine owners are being prosecuted and investigated by the Ministry of Public Security and the Provincial Police for violations in mineral activities.

According to the assessment report, the sand shortage in the province is very serious. Most project works and many residential construction works under construction have had to stop due to lack of sand or have to buy sand from other provinces at high prices.

At the conference, representatives of enterprises operating in mineral exploitation and trading reflected on difficulties and obstacles and proposed solutions. At the same time, representatives of relevant departments and branches also clarified the opinions and recommendations of enterprises. Thereby, it is recommended that enterprises proactively coordinate and accompany the functional branches in thoroughly resolving difficulties and obstacles to soon resume operations of mines.

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang emphasized: In the past time, the province has implemented many measures to remove obstacles for mineral exploitation activities. Since the conference to comprehensively assess mineral activities in the province on May 5, 2025, the Provincial People's Committee has urgently directed to speed up procedures to solve the shortage of construction materials in the province.

Of which, the investment policy was approved for 6 auctioned mines, including 3 land mines in Nghi Son town and Thach Thanh district; 3 stone mines in Nghi Son town, Ha Trung and Yen Dinh districts. New licenses were granted for 2 land mines, 3 sand mines, 1 stone mine and approval to increase the capacity of 4 mines; Decisions were issued for land lease for 9 sand, soil and stone mines for units to carry out basic construction and put the mines into operation. However, sand mining activities still have many problems.

To quickly resolve difficulties and obstacles in the exploitation of minerals for common construction materials, the Vice Chairman of the Provincial People's Committee requested the immediate establishment of a Working Group to resolve difficulties and obstacles in the exploitation of minerals for common construction materials, headed by the leader of the Economic Police Department (Provincial Police). Organize inspection teams to inspect each mine to propose specific solutions to resolve the difficulties. At the same time, request the mine owners to sign a commitment within the next 1.5 months (from the date of working with the Working Group), to complete vehicle registration procedures and resume operations.

Vice Chairman of the Provincial People's Committee Le Duc Giang assigned the Working Group to coordinate with relevant departments, branches and localities to review expired land lease records or difficulties and problems related to land lease of some mine owners to propose and recommend to the province measures to handle and resolve them, and soon put the mines into operation.
