On October 30, 2023, the Ministry of Education and Training issued Circular 20/2023/TT-BGDDT (effective from December 16, 2023) providing guidance on job positions, staff structure by professional title and quotas for the number of employees in general education institutions and public specialized schools. In particular, the circular stipulates the position of teaching staff in primary schools.
Accordingly, regarding the number of people for the position of teaching staff in primary schools:
- Primary schools for the disabled are arranged for a maximum of 2 people; (*)
- The remaining primary schools are assigned 1 person; (**)
- In case of not being able to arrange a staff, a labor contract or arrangement for part-time teachers and staff will be made;
- In addition to the norms specified in (*) and (**) above, primary boarding schools for ethnic minorities may contract additional people to perform student management tasks; based on scale, nature and actual conditions, schools shall determine the number of labor contracts and submit them to competent authorities for approval.
Specific work of the ministry
- Plan and implement the school's annual educational work; report periodically and regularly according to regulations.
- Manage and monitor the school's system of records and books related to students.
- Coordinate the implementation of enrollment work and assigned tasks related to exams, tests, and student evaluation.
- Coordinate with teachers and school staff to manage and monitor students daily; summarize students' learning and training results.
- Complete training programs; self-study, self-training, improve professional capacity and tasks. And other tasks assigned by the principal.

Regarding working relationships, the job description of the teaching staff in primary schools shows that the teaching staff is directly managed and the results are reviewed by the principal, vice principal, and professional group leader. The teaching staff directly manages students.
The main coordinating units of the educational affairs include: School Council; emulation and reward council; disciplinary council; advisory council; Party organization, Youth Union organization, Team organization, professional groups, office groups, and student classes.

Also according to the instructions describing the work of the teaching staff in Circular 20/2023/TT-BGDDT, the specific authority of the teaching staff is: Managing students of primary schools; managing books for teaching staff work according to regulations; being autonomous in teaching staff work according to regulations, ensuring to meet the goals of fundamental and comprehensive innovation in education and training.
Regarding personal qualities, the specific requirements of the teaching profession are:
- Comply with the Party's guidelines and policies, the State's policies and laws, and industry regulations.
- Honesty, objectivity, awareness of cultivating ethics, upholding the sense of responsibility. Preserving the qualities, honor, and reputation of civil servants; solidarity, helping colleagues and students.
- Perform duties in accordance with regulations and laws.
